Our work helped improve the delivery of essential food aid to the most vulnerable in times of crisis, inform decisions to administer food or cash transfers using sound evidence, and strengthen evidence-based policy making by developing information systems and networks for food security. Over time, the collaboration moved toward designing social protection programs that use food and cash transfers to improve nutrition for the poor. More recently, our partnership has contributed to helping vulnerable people become more resilient to shocks and crises and to moving countries toward pathways of long-term growth, prosperity, and Zero Hunger. This brochure presents highlights of the IFPRI-WFP partnership.

Book excerpt: This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. However, there is little information about what these types of partnerships look like, how they perform, and what factors facilitate and/or constrain their performance. By documenting and analyzing two partnerships in detail, including their history, formation, outputs, and outcomes, this study seeks to raise awareness about and improve understanding of long-term researcher–implementer partnerships. The lessons learned from these partnerships can be used by both the International Food Policy Research Institute (IFPRI) and its implementing partner organizations, as well as other research and implementing organizations interested in engaging in or supporting such partnerships for AR4D in the future. The study was carried out through four case studies. Case 1 focused on a long-term partnership between IFPRI and Helen Keller International (HKI), documenting how it was formed, how it operated, and what outputs it produced. Case 2 looked at the evidence generated by this partnership on the effectiveness of homestead food production (HFP) programs on nutrition-related outcomes and its use by funders, implementers, and researchers. Case 3 looked at how and to what extent the approaches developed by the partnership for the design, implementation, and evaluation of programs — specifically the program impact pathway (PIP) approach — have influenced the broader field of program evaluation. Case 4 examined a partnership between IFPRI and the World Food Programme (WFP), documenting how it was formed, how it operated, and what outputs it has produced to date. The four case studies were completed through a series of in-depth interviews (IDIs) with key informants from a number of research, implementer, and funder organizations. Data from the IDIs were complemented by document and literature reviews.

Book excerpt: Researcher–implementer partnerships are a subject of growing interest in CGIAR, and beyond, to help ensure research is relevant, cost-effective, and likely to scale up quickly among potential users. In 2021, as part of its synthesis strategy, the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH) commissioned an external review of the International Food Policy Research Institute’s (IFPRI) researcher–implementer partnerships in the context of nutrition-sensitive programming.1 The objective of this external review was to characterize and evaluate IFPRI’s researcher–implementer partnerships with Helen Keller International (HKI) and the World Food Programme (WFP). In the context of this external review, “research–implementer partnership” referred to long-term partnerships between two organizations that lasted beyond the life of a single project or funding stream. This review aimed to characterize and document how researcher–implementer partnerships work, what factors facilitate or constrain these types of partnerships, and how the evidence generated by them influences changes in programs and policies at the partner organizations and beyond. The study was completed through a desk review of peer-reviewed and gray literature and a series of in-depth interviews with key informants from IFPRI, HKI, WFP, and staff from other implementing organizations, funding organizations, and academic institutions. In total, 15 individuals from 8 organizations were interviewed virtually in July and August 2021. Data were analyzed using thematic content analysis. This brief synthesizes the lessons learned about effective researcher–implementer partnerships and the implications for researchers, implementers, and funders.

The International Food Policy Research Institute (IFPRI) was founded in 1975 and for the past four decades has worked to provide partners in donor and recipient countries with solid research and evidence on policy options. IFPRI was fortunate to have as its first board chairman, world-renowned Australian economist Sir John Crawford, who was a passionate advocate for international agricultural research and an architect of CGIAR, of which IFPRI is a member. Agriculture and rural development play a critical role in alleviating poverty and undernutrition. The Australian Department of Foreign Affairs and Trade (DFAT) has focused its efforts on three pillars of food security: improving agricultural productivity, increasing rural livelihoods, and improving community resilience. This demonstrates Australias commitment to serving the needs of the poorest and constructing the building blocks of global food security in the long term. In 20132014, the Australian governments spending on food security is expected to total more than 316 million Australian dollars. Working with many longstanding partners, such as the government of Australia and its Australian Centre for International Agricultural Research (ACIAR), IFPRIs research focuses on sustainable agricultural growth that engages the private sector, country-led strategy development, investment in agricultural research, provision of safety nets to strengthen resilience, prioritization of nutrition interventions for women and children, design of climate change adaptation and mitigation strategies, and partnerships with other stakeholders in global movements, such as Scaling Up Nutrition. IFPRI, and its partners, help to improve programs and initiatives for vulnerable people. Over 40 interviews were conducted with national stakeholders, donors, IFPRI staff, government officials, and individuals who participated in or had knowledge of IFPRI’s activities regarding social protection during this timeframe. IFPRI’s social-protection research activities conducted under the GRP28 are ongoing and extend beyond the 2012 endline of this assessment. GRP28 research activities initiated during the latter part of the 12-year timeframe (that is, in 2010, 2011, or 2012) are limited or absent from this assessment if results had not been published at the time the study was initiated early in the summer of 2014.

Book excerpt: The Nigerian Comprehensive Food Security and Vulnerability Analysis (CFSVA) provides an in-depth assessment of the food security situation within Nigeria. This is very important as it equips policymakers with timely and relevant information that will aid the targeting of interventions. Some of the most pertinent findings of the study are listed below: Food insecurity and poverty are intricately linked. Some 29 percent of households in the poorest wealth quintiles have unacceptable diets (9 percent poor and 20 percent borderline) compared with 15 percent in the wealthiest (2 percent poor and 13 percent borderline). The poorest livelihoods are found in agriculture. Seventy-seven percent of subsistence farmers are found in the two poorest wealth quintiles, as are 70 percent of mixed or cash crop farmers. The general state of water and sanitation facilities available to households in all wealth categories is very poor, with consequent health implications. Forty-five percent of respondents do not have access to decent toilets, and 85 percent have no proper means of refuse disposal. The vulnerable and food insecure are mostly found in rural areas and the North West and North East regions of Nigeria. Most households in all regions and at all wealth levels purchase food, but rural households and poorer households (by wealth and livelihood) also rely heavily on own food production. Households in the poorest quintiles in both rural and urban areas rely on own production (32 percent rural and 24 percent urban). Wealthier urban households rely mostly on purchases, whereas own production is common at varying levels across all wealth levels for rural households. Nigerians generally consume a starchy diet, but wealthier households can afford more nutrient-rich foods (including animal-based proteins) than poorer households. For instance, the wealthiest households consume meat, fish, and eggs an average of four days a week compared with only two days for the poorest households. Most households protect vulnerable household members in terms of food allocations (women and children), but that may not hold in the poorest households where some difficult allocation decisions may have to be made. Poorer households are more likely to engage in extreme coping strategies (like going a whole day without food) to deal with food shortages.

IFPRI’s communications activities during the food crisis were somewhat unusual for the Institute. The communications campaign included IFPRI’s usual avenues, and built on IFPRI’s existing place in the global food policy system, but was unusual in its concerted coordination across all divisions of the Institute, the relatively low number of publications and unusually high engagement with the media, as well as a high number of face-to-face presentations and meetings. All in all the campaign, which arose in response to the policy window that opened up in early and mid-2008, was considered particularly effective, and IFPRI earned the position as one of the “thought leaders” during the crisis.
