Both economic and societal pressures are now forcing changes upon the educational system. Together with the Minister for Education, members of the National Education Council, and others, World Bank staff participated in an assessment of options to improve higher education over the next two or three decades. This study describes the educational system, provides an economic perspective and contains specific policy recommendations resulting from the assessment."

Book excerpt: The effects of U.S. higher education on foreign students from Brazil were investigated in 1982. Attention was directed to: changes in attitudes toward the U.S. and Brazilian economies, and especially economic relations with the United States; ongoing ties of foreign alumni to the United States and to the colleges attended; and the impact of changed social, political, or economic views on the individual. Interviews were conducted with foreign student undergraduates; graduate students of business and management; graduate students in engineering and other technical fields; and doctoral candidates in a range of fields. None of the students regretted having studied in the United States. However, least happy outcomes were reported by undergraduate alumni, and many reported alienation from Brazilian society upon their return. Graduate school alumni had a much more uniformly positive experience. Many Brazilians were positively affected by U.S. business schools' emphasis on problem solving. Graduate engineering alumni felt that U.S. training put them at the cutting-edge of technology. Post-return frustrations emerged in dealing with government regulations and in continuing work in advanced problems. Recommendations for U.S. government, American colleges, and national/international organizations are included. (SW)

It also seeks to foster cooperation agreements between Brazilian and Australian universities, development agencies, technology parks and researchers. In June 2021, the Center was officially recognized as an affiliate of the Australia-led global movement on Internationalization of Curriculum (ioc.global), with support from La Trobe University and Curtin University. As a result, a new network of Latin American researchers (from Argentina, Brazil, Chile, Colombia, Mexico, Paraguay and Uruguay) was mobilized with the aim of developing and validating a regional framework for the process of internationalization of higher education institutions, from the curriculum to the approach of institutional policies. This book consolidates the work developed by the Center along with a group of Brazilian and Australian experts and professionals committed to the internationalization of education. Entitled "Internationalization of Higher Education - reflections and practices from Brazil and Australia", this work is part of a collection of books planned by the Center with the aim of gathering reflections, good practices and experiences of experts and professionals from Latin America, strengthening their profile with Australian and global partners.

Book excerpt: Latin America higher education has undergone an astonishing transformation in recent years, highlighted by the private sector's growth from 3 to 34 percent of the region's total enrollment. In this provocative work Daniel Levy examines the sources, characteristics, and consequences of the development and considers the privatization of higher education within the broader context of state-society relationships. Levy shows how specific national circumstances cause variations and identifies three basic private-public patterns: one in which the private and public sectors are relatively similar and those in which one sector or the other is dominant. These patterns are analyzed in depth in case studies of Chile, Mexico, and Brazil. For each sector, Levy investigates origins and growth, and then who pays, who rules, and whose interests are served. In addition to providing a wealth of information, Levy offers incisive analyses of the nature of public and private institutions. Finally, he explores the implications of his findings for concepts such as autonomy, corporatism, and privatization. His multifaceted study is a major contribution to the literature on Latin American studies, comparative politics, and higher education.
