Book excerpt: A Place to Belong is a profusely illustrated, intimate, contemporary portrait of Calvert, a three-hundred-year-old fishing village on Newfoundland's southern shore. Often using its residents' own words, Gerald Pocius describes in detail the continual creative encounters between past and present, between individual and community, that make up daily life in Calvert. By accepted standards of tradition, Calvert's culture is declining. Old structures are regularly torn down or renovated; antique household items are replaced with modern conveniences. Pocius argues, however, that the tangible expressions of a culture can be misleading. Calvert's essence is not in the things owned and used by its residents but in the spaces in which those things abide and in the attitudes, values, and obligations that delineate the order of those spaces. From woodlands, water, and fields to yards, gardens, and homes, Calvert's physical and social structure is governed by shared concerns about the community's livelihood and welfare. As a resident of Calvert puts it, "Where you're working in the same space with people you know ... it's just not practical to be falling out with everyone." The sense of community that pervades Calvert is best exemplified by its annual draw for fishing berths. Because productivity varies among offshore fishing grounds, there is no private ownership of fishing rights. Rather, a lottery instituted in 1919 ensures each family the same chances for periodic access to the best fishing berths. The draw continues until all the fishing berths are awarded, but it is common for a family to opt out once they have drawn enough good berths. There are also instances of the most successful fishing operations sharing their catches. From his observations of Calvert's people at work and leisure, Pocius provides evidence to confirm the viability and durability of their culture. He reveals that standard assumptions about culture are inadequate, particularly those based on the primacy of artefacts and on sharp dichotomies between tradition and modernity. Calvert, he shows, belies our notion that declining cultural values and social segmentation are unavoidable side-effects of modernisation and a rise in material well-being. A Place to Belong will promote a constructive scepticism about the ways we perceive and interpret cultures and, most important, will remind us of what it really means to belong to a place.

For the most part, there are few answers to this question because professionals in the heritage conservation field do not use social science research methodologies to manage cultural landscapes, assess historical significance and inform the treatment of building and landscape fabric. With few exceptions, only academic theorists have explored these topics while failing to offer specific, usable guidance on how the social sciences can actually be used by heritage professionals. In exploring the nature of a human-centred heritage conservation practice, we explicitly seek a middle ground between the academy and practice, theory and application, fabric and meanings, conventional and civil experts, and orthodox and heterodox ideas behind practice and research. We do this by positioning this book in a transdisciplinary space between these dichotomies as a way to give voice (and respect) to multiple perspectives without losing sight of our goal that heritage conservation practice should, fundamentally, benefit all people. We believe that this approach is essential for creating an emancipated built heritage conservation practice that must successfully engage very different ontological and epistemological perspectives.

Abstract: The aim of this paper is to propose "environmental sustainability" as an independent criterion in the evaluation of built heritage, to serve as a quantifiable indicator towards the goal of "sustainable development" in the urban context. According to the 2013 Hangzhou Declaration, a key basis for achieving urban sustainable development is by protecting a city's cultural heritage assets. However, since the introduction of "sustainable development" in the 1987 Brundtland Report, built-heritage conservation has not factored into environmental protection policies. Making this connection is the premise of this paper. Urban historic buildings are often centrally located and built using durable, local materials, reflecting local climate and site conditions. Their embodied energy can be calculated and compared with the environmental cost of new construction, including the impact of construction waste. Clearly, it is reasonable to assume that the adaptive reuse and improved energy performance of historic buildings can play a critical role in environmental sustainability. Developers, architects and urban planners, use tools such as LEED, BREEAM, Green Star, HK-BEAM to collect, analyze and assess the environmental sustainability of building projects with the goal to reduce impact and achieve sustainable development. Heritage conservationists have long argued that conserving heritage buildings can play an integral role in sustainable urban development. By merging the tools and approaches of these various sectors, it is possible to come up with a system that can evaluate heritage buildings and quantify their impact in the global sustainability agenda. The aim of this paper is to propose a framework to quantify the environmental sustainability of cultural heritage sites as a means to show their contribution to "Sustainable Development" plans. Most municipalities in the United States, and nearly all countries around the world, have laws and policies to preserve heritage in situ, seeking to protect places from physical loss and the forces of change. That privilege, however, is increasingly being unsettled by the legacies of racial, economic, and social injustice in both the built environment and historic preservation policy, and by the compounding climate crisis. Though many heritage projects and practitioners are confronting injustice and climate in innovative ways, systemic change requires looking beyond the formal and material dimensions of place and to the processes and outcomes of preservation policy--operationalized through laws and guidelines, regulatory processes, and institutions--across time and socio-geographic scales, and in relation to the publics they are intended to serve.
