Book excerpt: The Joint Research Centre of the European Communities, and in particular the Institute for Systems Engineering and Informatics (ISEI) at Ispra, have weil established competences in risk analysis, uncertainty analysis and statistical data treatment. More recently, work on Environmental Impact Assessment (EIA), particularly on environmental indicators and indices and on a "system engineering approach" to EIA, has started. This approach attempts to move towards "unified" procedures to investigate normal operation and acciclental risks; these are problems concerned within both the EIA Directive 85/337/EEC and the "Seveso" Directive 821501/EEC. In May 1990, a Workshop on "Indicators and Indices for Environmentallmpact Assessment and Risk Analysis" was organized at the JRC, Ispra. The Proceedings of this Workshop (Report EUR 13060 EN, 1990) are a reference document in the fielet This book is based on the papers presented at the Eurocourse EIAl91 held at the JRC, Ispra in the Autumn of 1991. This was the first course on Environmentaiimpact Assessment given in the JRC's Eurocourse series at Ispra. It was a success because of both the high calibre of the lecturers and the weil informed and numerous participants. The work focuses on the broader aspects of EIA, namely: legislation, indicators and indices, approaches and techniques, economic and sociological implications.

Book excerpt: Twenty years on from the first edition of Pollution and the topic remains high in the public awareness. Environmental pollution is now a major area of research, consultancy and technological development and is a priority for the political agendas of both the developed and developing worlds. The fifth edition of this book is fully updated, and includes an entirely new chapter on Climate Change, presenting an authoritative view on this topic. Chapters in fast moving areas have been completely revised and several newcomers have joined the original set of authors. This popular book has proved invaluable as a teaching resource for two decades and is frequently used as a reference by practitioners in the field. Readers of earlier editions will benefit from updates on technologies such as nanoscience, and the legislative changes that have occurred since the fourth edition in 2001.

Available in PDF, EPUB and Kindle. Book excerpt: Waste incineration is finding increasing favour as a waste disposal method and this Issue considers the topic of waste disposal and the place of incineration as an option. It reviews the emissions and environmental impacts of incineration and available control technologies, specific research upon emissions of trace metals and organic micropollutants, and the methodologies for environmental impact assessment. There is currently great interest and considerable controversy over waste incineration and this book gives a dispassionate view of the scientific and technical issues involved. It provides a broad overview of the role incineration can play in waste management and looks at how environmental impacts may be managed and assessed. For municipal waste, when coupled with energy recovery, waste incineration provides an efficient, spatially compact means of bulk waste reduction, which is widely favoured over landfill, and for some chemical wastes, provides the only presently viable disposal option. This book places incineration in the context of other waste disposal options and examines the relative benefits and environmental impacts in a balanced way.

Book excerpt: Arguing that the performance of industrial environmental regulation is determined by the level and nature of the innovation it stimulates, this text aims to analyze the influence of different structures and styles of implementation on innovation in regulated companies. Further aims include: examining the economic and environmental performance of different forms of innovation developed and applied by industry in response to regulation; describing the conditions under which industrial environmental regulation can be improved; outlining the implementation approaches required for regulated companies to overcome barriers which prevent them from exploiting the economic and environmental potential of particular forms of innovation; demonstrating how technological and organizational change could lead to lower costs and higher benefits from regulatory compliance; and putting forward to governments and industry proposals to improve the relationship between environmental protection and industrial competitiveness.

Book excerpt: Reconciling wealth creation and environmental care is one of the key challenges in the pursuit of sustainable development. Companies considering greener modes of operation are mindful of their formal responsibilities to advance shareholders' interests. The age of globalization and intensified competition has increased disincentives to be 'green' for its own sake. And yet, a surprisingly high proportion of large companies have put in place environmental management regimes and invest considerable time and resources in them. However, the public continues to believe that these companies are failing to take their environmental responsibilities seriously, and campaigners are unimpressed with the results of industrial self-regulation. In short, there is a gulf in perception between industry and the consumer. Clean and Competitive explores the challenge of motivating industry to address environmental issues, drawing on work undertaken by Sussex University's Science Policy Research Unit (SPRU) and the Centre for the Exploitation of Science and Technology (CEST). The authors explore in detail industrial responses to prominent environmental issues, including: climate change, air quality, water pollution, waste minimization, and product recycling. They assess various approaches to environmental problems, such as: traditional regulation, partnership, voluntary agreements, and market-based instruments. Finally, they recommend practical ways forward for addressing an ever more complex environmental agenda. This thoughtful and articulate text is recommended for students on environmental management courses, policy makers, and environmental managers within industry.

Available in PDF, EPUB and Kindle. Book excerpt: Never before have people been so aware of the importance of sound environmental law, as every week stories of controversial planning developments and prosecutions for the release of toxic substances feature in the news. Environmental Law and Citizen Action sets out and explains the ways that ordinary citizens can use the law to ensure the environment is protected. There are a number of existing UK laws which require local authorities to control pollution and protect the environments and many more which can be used to tackle environmental offenders, yet often local government officers themselves are unaware of the full scope of their powers. Writing in a clear, accessible style, Alan Murdie explains how to get access to the relevant information, participate in public enquiries, use the courts to challenge public and government bodies and prosecute polluters. This book maps a path through the intricate legal maze to show what rights every citizen has, and how those rights can be enforced. Alan Murdie is a barrister with long-standing interest and involvement in local government issues, and a lecturer at Thames Valley University. He is co-author of To Pay or Not To Pay, a best-selling analysis of the poll tax debate, and has contributed to a wide range of legal and government periodicals. Originally published in 1993

Book excerpt: This is a reprint of Anthony Ogus' classic study of regulation, first published in the 1990s. It examines how, since the last decades of the twentieth century there have been fundamental changes in the relationship between the state and industry. With the aid of economic theory Anthony Ogus critically examines the ways in which public law has been adapted to the task of regulating industrial activity and provides a systematic overview of the theory and forms of social and economic regulation. In particular, he explores the reasons why governments regulate, for which, broadly speaking, two theoretical frameworks exist. First 'public interest' theories determine that regulation should aim to improve social and economic welfare. Second, 'economic' theories suggest that regulation should aim to satisfy the demands of private interests. The book also looks at the evolution of the forms of regulation in Britain, extending to the policies of privatization and deregulation which were so characteristic of the period. The author skilfully evaluates the advantages and disadvantages of the different forms of regulation, particularly in the light of the two theoretical frameworks, but also by involving an analysis of how firms respond to the various kinds of incentives and controls offered by government. A significant feature of the book is its analysis of the choices made by governments between the different forms of regulation and the influence exerted by interest groups (including bureaucrats) and EC law.
