Stimson, as Secretary of State under President Herbert Hoover, and his influence on American foreign policy toward Japan following the Japanese military action in China that has become known as the Manchurian Incident. Specifically examined are the questions of when and why Stimson’s attitude toward Japan changed from one of support for the civilian government in their effort to control the military to one of leading a determined effort toward international moral condemnation of Japan. As background, the study examines in detail, the U.S. and Japanese foreign policies the decade prior to 1931, the character of Stimson, and then Stimson and Japan during the period, 1931-32. Research, using especially Stimson’s personal diaries, suggests that the cumulative effect of probably five separate events contributed to the change in attitude rather than a single instance. And coupled with these five events, Stimson’s friendship and confidence in Japanese leaders hindered his decision to adopt a stronger position against Japan sooner than he ultimately did.

Book excerpt: This book explores the reactions to the Manchurian crisis of different sections of the state, and of a number of different groups in Japanese society, particularly rural groups, women's organizations and business associations. It thus seeks to avoid a generalized account of public relations to the military and diplomatic events of the early 1930s, offering instead a nuanced account of the shifts in public and popular opinion in this crucial period.

Available in PDF, EPUB and Kindle. Book excerpt: In this absorbing account of the origins of the Asia-Pacific War, historian John Gripentrog argues that competing ideologies of world order—chiefly the rift between liberal internationalism and Pan-Asian regionalism—lay at the heart of the conflict. Drawing from a rich diversity of primary and secondary sources, the author also examines the Japanese government’s vigorous cultural diplomacy in the U.S., which sought to win over American hearts and minds and soft-pedal its imperialist ambitions in Asia. The result is a book that both challenges and amplifies standard interpretations of US-Japan relations in the interwar era, while weaving diplomatic, political, intellectual, and cultural history. Moreover, the author’s wide-angle lens offers readers insights into a fascinating assemblage of historical actors—from Japanese and American diplomats, politicians, and military leaders, to cosmopolitan art enthusiasts and major league baseball players.

This book examines the role played by the Standard-Vacuum Oil Company in the crisis that led to Pearl Harbor. "Stanvac" was the largest American supplier of oil to Japan and represented the single largest American direct investment in Asia before the war. In the context of Stanvac's relations with various governments, the author examines the ways in which United States petroleum policy was formulated and the arrangements by which Japan sought to increase its oil reserves. He provides new insight into the impact of the financial freeze of July 1941, the origins of the Pacific War, and the complexities of oil diplomacy. Originally published in 1975. Book excerpt: In the interwar years, a group of reform-minded American scholars of international law, such as Quincy Wright and Manley Hudson, challenged traditional international law and strove to establish a 'new' international law in which outlawry of war was institutionalized. They highly valued the Covenant of the League of Nations and the Kellogg–Briand Pact and presented legal arguments in support of them. These scholars were activists in their efforts to promote their views to policy makers and the public. In the US international law community, however, a different group of scholars, notably Edwin Borchard, vehemently opposed the progressive scholars. US International Lawyers in the Interwar Years chronicles those involved in the debate and provides a detailed account of their scholarly works and activities that hitherto have not had the recognition that they deserve.

This book was released on 2019-11-26 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book assesses and evaluates the decision-making behavior of United States presidents and their chief advisers from Roosevelt to Kennedy pertaining to China. Seeking to dispel with the notion that each administration sought policy outcomes on the basis of a rational decision-making model, Bartley highlights the contradictions of adopted presidential decision-making processes and the nature of domestic politics as playing prejudicial and debilitating roles. The book demonstrates that elite decision-making processes interacted with assumptions made about Chinese behavior, interests, and attitudes only superficially and in some cases not at all. Misinformation and misperception were the natural outcomes. Reinforced by the politics of McCarthyism at home, intellectual debate on China policy was squashed, parochialism and nuance were shunned, and information was closed off. Ultimately, a divorce between the norm of behavior and the search for rational policy was registered in each administration. The net result was a lasting and destructive cognitive dissonance: to fit expectations of a China reality constructed, information was ignored, overlooked, and distorted. Offering new insights into the China policies of consecutive administrations from 1941 to 1963, this volume will be of great interest to scholars and students of American foreign policy, security studies, and international relations.
