Sends compliments to him from General Washington, and extends his complements to General Rochambeau. Hopes to see him soon: I hope my dear Sir the ensuing campaign will bring us together again that we may have another glorious opportunity of continuing to humble the pride and power of our enemies. Knox is incensed, writing I cannot say but that I am well satisfied to be excluded from any responsibility in arrangements that cannot be executed. The attempt to employ militia for twelve months in an arduous operation of conveying the stores and making permanent establishments in that difficult country... Notes that William Hull has been sent to obtain the information from Haldimand, but that Haldimand will likely deliver the information at his own convenience, if at all. Notes that opposition to the Society of the Cincinnati in Massachusetts had died down. Written in Dorchester, a neighborhood of Boston, Massachusetts.

America may not deserve to be great, based on her actions so far, her actions are only lacking because her enemy's only greatness is a total debauch of morals. Referring to the British he says let them alone say you. I will for I believe that God has left them alone. Again says that he loves her, and wishes her and William Knox his best. Some text lost in the last paragraph.

Thanks Lafayette for the kind treatment given to his brother William. Discusses the affair of Major Pierre Charles L'Enfant, who had been sent to France in 1783 to purchase jeweled eagle badges for the members of the Society of the Cincinnati. L'Enfant returned to America in 1784 and brought back many badges purchased on credit. The price proved too high for some officers, which left L'Enfant in a bind. Goes on to say that the Society approved of L'Enfant's conduct and owed 630 dollars to him for his services in France, which Knox says was recently offered to him. L'Enfant refused the payment until the entire issue of the badges purchased on credit is cleared up with the Society. Says L'Enfant will write to Lafayette. Reports he will keep Washington informed. Written on lined paper with an embossed image of a building on the upper left corner.

Discusses the factors involved, including the strength of the French and British fleets near Newport, Rhode Island, and the status of American General John Sullivan's operation in Rhode Island. Considers the likelihood of British movement toward Boston. Supposes the British may conduct operations against Providence, Rhode Island. Suggests that a relatively strong force be left in the Hudson River Highlands if the Continental Army should move east. Advises against an attack on New York City, noting that the British have sufficient strength to successfully defend themselves.
