Book excerpt: On July 29, 1681, a band of English buccaneers that had been terrorizing Spanish possessions on the west coast of the Americas captured a Spanish ship, from which they obtained a derrotero, or book of charts and sailing directions. When they arrived back in England, the Spanish ambassador demanded that the buccaneers be brought to trial. The derrotero was ordered to be brought to King Charles II, who apparently appreciated its great intelligence value. The buccaneers were acquitted, to the chagrin of the king of Spain, who had the English ambassador expelled from the court at Madrid on a seemingly trumped-up charge. The derrotero was subsequently translated, and one of the buccaneers, Basil Ringrose, added a text to the compilation and information to the Spanish charts. The resulting atlas, consisting of 106 pages of charts and 106 pages of text, is published in full for the first time in this volume. Covering the coast from California to Tierra del Fuego, the Galapagos, and Juan Fernandes, Basil Ringrose's south sea waggoner is a rich source of geographical information, with observations on navigational, physical, biological, and cultural features as well as on ethnography, customs, and folklore. After almost exactly three hundred years, this secret atlas is now made available to libraries and individuals. The editors have provided an extensive introduction on historical, geographical, and navigational aspects of the atlas, as well as annotations to the charts and text, and they have plotted the coverage of the charts on modern map bases. Here he presents coherent arguments for the revival of the Gothic style, the case for which he had made pictorally in his sensational book Contrasts (1836). For Pugin, the Gothic Revival was 'not a style, but a principle' and this he laid down in his most influential architectural treatise, True Principles, which introduced functionalist and rationalist as well as moral criteria into architectural discourse, much of it still resonant in the twentieth-century Modern Movement. It is reprinted together with his Apology for the Revival of Christian Architecture, first printed in 1843. Much of his thought here is on architectural education, and in shuffling off the straitjacket of neoclassical architectural principles Pugin exercised a great influence in mid-Victorian architecture and the applied arts, and in a wider design reform movement. Various occurrences caused new debates in Parliament and in the press about the purposes of the public museum which checked the relative complacency with which London's national collections had hitherto been run. This book examines these debates and their influence on the development of professionalism within the museum, trends in collecting and tendencies in museum architecture and decoration. In so doing it accounts for the general development of the London museums between 1850 and 1880, with particular reference to the National Gallery. This involves analysis of art display and its relations with art historiography, alongside institutional and architectural developments at the British Museum, the South Kensington Museum and the National Gallery. It is argued that the underpinning factor in all of these developments was a reformulation of the public museum's mission, which was in turn related to the electoral reform movement. In a potential situation of mass enfranchisement, the 'masses' should be well educated; the museum was openly identified as a useful institution in this sense. This consideration also influenced approaches to collecting and arranging artworks and to configuring their architectural setting within the museum, allowing for displays to be instructive in specific ways. Dissatisfaction with the British Museum and National Gallery buildings and their locations led to proposals to move the national collections, possibly merging and redefining them. Again the socio-political usefulness of the museum was key in determining where the national collections should be housed and in what form of building. This rich debate is analysed with full references to the various forums in and out of Parliament. Part one covers these issues in a thematic structure, examining all of the national collections, their interrelationships and their gradual development of discrete (yet sometimes arbitrary) museological territories. Part two focuses on the individual case of the National Gallery, observing how museological debate was brought to bear on the development of a specific institution. Every architectural development and redisplay is closely analysed in order to gauge the extent to which the products of debate were carried through into practice, and to comprehend the reasons why no museological grand project emerged in London.
