The Author Gareth Padfield, a Fellow of the Royal Aeronautical Society, is the Bibby Professor of Aerospace Engineering at the University of Liverpool. During his years with the UK’s Royal Aircraft Establishment and Defence Evaluation and Research Agency, he conducted research into rotorcraft dynamics, handling qualities and flight control. Much of his research has been conducted in the context of international collaboration – with the Technical Co-operation Programme, AGARD and GARTEUR as well as more informal collaborations with industry, universities and research centres worldwide. With the current military requirements for helicopters and airplanes as a framework, modifications and additions were made for conversion to a preliminary set of V/STOL requirements using a broad background of flight experience and pilots' comments from VTOL and STOL aircraft, BLC (boundary-layer-control) equipped aircraft, variable stability aircraft, flight simulators and landing approach studies. The report contains a discussion of the reasoning behind and the sources of information leading to suggested requirements. The results of the study indicate that the majority of V/STOL requirements can be defined by modifications to the helicopter and/or airplane requirements by appropriate definition of reference speeds. Areas where a requirement is included but where the information is felt to be inadequate to establish a firm quantitative requirement include the following: Control power and damping relationships about all axes for various sizes and types of aircraft; control power, sensitivity, d-amping and response for height control; dynamic longitudinal and dynamic lateral- directional stability in the transition region, including emergency operation; hovering steadiness; acceleration and deceleration in transition; descent rates and flight-path angles in steep approaches, and thrust margin for approach.

The study is based on an analysis of pilot-in-the-loop task performance of several basic maneuvers. This is extended by a series of piloted simulations using the NASA Ames Vertical Motion Simulator and selected flight data. The main results cover roll control power and short-term response characteristics. In general the handling qualities requirements recommended are set in conjunction with desired levels of flight task and maneuver response which can be directly observed in actual flight. An important aspect of this, however, is that vehicle handling qualities need to be set with regard to some quantitative aspect of mission performance. Specific examples of how this can be accomplished include a lateral unmask/remask maneuver in the presence of a threat and an air tracking maneuver which recognizes the kill probability enhancement connected with decreasing the range to the target. Conclusions and recommendations address not only the handling qualities recommendations, but also the general use of flight simulators and the dependence of mission performance on handling qualities. Terminal-area VOR instrument approaches were flown with and without turbulence. The objective of this NASA/FAA study was to investigate the influence of helicopter static stability in terms of the values of cockpit control gradients as specified in the existing airworthiness criteria, and to examine the effectiveness of several types of stability control augmentation systems in improving the instrument-flight-rules capability of helicopters with reduced static stability. Two levels of static stability in the pitch, roll, and yaw axes were examined for a hingeless-rotor configuration; the variations were stable and neutral static stability in pitch and roll, and two levels of stability in yaw. For the lower level of static stability, four types of stability and control augmentation were also examined for helicopters with three rotor types: hingeless, articulated, and teetering. Pilot rating results indicate the acceptability of neutral static stability longitudinally and laterally and the need for pitch-roll attitude augmentation to achieve a satisfactory system. (Author).
