Although the term gridlock is said to have entered the American political lexicon after the 1980 elections, legislative stalemate is not a modern invention. Alexander Hamilton complained about it more than two centuries ago.In Stalemate, Sarah Binder examines the causes and consequences of gridlock, exploring the ways in which elections and institutions together limit the capacity of Congress and the president to make public law.Binder illuminates the historical ups and downs of policy stalemate by developing an empirical measure to assess the frequency of gridlock each Congress since World War II. Her analysis weaves together the effects of institutions and elections, and shows how both intra-branch and inter-branch conflict shape legislative performance.Binder also explores the consequences of legislative gridlock, assessing whether and to what degree it affects electoral fortunes, political ambitions, and institutional reputations of legislators and presidents alike. Both federal and non-governmental organizations alike have been campaigning for debt forgiveness for poor countries. The governments of creditor nations responded to that challenge at a meeting sponsored by the G-7, International Monetary Fund, and World Bank, all of which upgraded debt relief as a policy priority. Their initiatives provided for generous interpretations of these nations' abilities to sustain debt, gave them opportunities to qualify for debt relief more rapidly, and linked debt relief to broader policies of poverty reduction. Despite this, the crisis has only deepened in the first years of the new millennium. This brilliant group of contributions assesses why this has occurred. In plain language, it considers why debt relief has been so long in coming for poor countries. It evaluates the cost of a persistent overhang in debt for those countries. It also examines, head on, whether enhanced debt relief initiatives offer a permanent exit from over-indebtedness, or are merely a short-term respite. Above all, this volume for the first time addresses the issues on the ground: that is, the views and opinions about debt relief on the part of leaders in advanced nations, and the probability of further support for the most impoverished lands. In this approach, the editors and contributors have made an explicit and successful attempt to be inclusive and relevant at all stages of the analysis. This volume covers the full range of the poorest countries, with contributions by John Serieux, Lykke Anderson and Osvaldo Nina, Befekadu Degefe, Ligia Maria Castro-Monge, and Peter B. Mijumbi. Book excerpt: There are probably no other people on earth to whom the image of the 'stone-age' is so persistently attached than the inhabitants of the island of New Guinea, which is divided into independent Papua New Guinea and the western part of the island, known today as Papua and West Papua. From 'Stone-Age' to 'Real-Time' examines the forms of agency, frictions and anxieties the current moment generates in West Papua, where the persistent 'stone-age' image meets the practices and ideologies of the 'real-time' - a popular expression referring to immediate digital communication. The volume is thus essentially occupied with discourses of time and space and how they inform questions of hierarchy and possibilities for equality. Papuans are increasingly mobile, and seeking to rework inherited ideas, institutions and technologies, while also coming up against palpable limits on what can be imagined or achieved, secured or defended. This volume investigates some of these trajectories for the cultural logics and social or political structures that shape them. The chapters are highly ethnographic, based on in-depth research conducted in diverse spaces within and beyond Papua.
