Book excerpt: In the 1980s and 1990s, much of the developing world experienced transitions to democracy accompanied by economic liberalization and decentralization of power to subnational governmental bodies. The process of decentralization has been studied intensively, but little attention has been paid so far to the recentralization that has occurred in some countries in the past decade. In this book, J. Tyler Dickovick seeks to illuminate how the processes of decentralization and recentralization are interrelated and what the dynamics of each is. He argues that decentralization occurs as a result of the decline in the power of the presidency, whereas recentralization occurs when the president resolves an extraordinary economic crisis. The processes of decentralization and recentralization, Dickovick further argues, have the same dynamics whether they occur in federal or unitary states. To test the theory, Dickovick compares a strong federal system, Brazil, with a weak one, South Africa, and compares these in turn with two unitary regimes, Peru and Senegal. Decentralization and Recentralization in the Developing World provides a much more nuanced understanding of when and why decentralization and recentralization happen, and what their importance is to intergovernmental shifts in power.

Decentralization grew out of the community control movement of the 1960s, which was itself a response to the bad old days of central control of a school system that was increasingly segregated and unequal. In this probing historical account, Heather Lewis draws on new archival sources and oral histories to argue that the community control movement did influence school improvement, in particular African American and Puerto Rican communities in the 1970s and 80s. Book excerpt: Decentralization ultimately involves the execution of most health care activities at lower levels of the health system. However, when poorly implemented, decentralization can create confusion about roles and responsibilities. This study attempted to assess the perception and practice of decentralized decision-making authority of health managers at different levels of the health system of Jimma Zone, Oromia Regional State of Southwest Ethiopia. According to the regional guideline, ensuring achievement of regional health service targets is the responsibility of the RHB. This was clear to 98% (n=99) of the health managers included in this study. However, almost equivalent proportion of the respondents (96%) agreed that the FMOH should be responsible for this. Such confusions were observed in almost every functional area. The in-depth interviews demonstrated that legislative guidelines were not available in most district health offices and facilities. Moreover, because of the prevailing scarcity of human, financial and other resources at zonal and district levels, it is difficult to expedite health sector decentralization in Jimma Zone.
