This improvement in children's coverage was due in part to Medi-Cal and Healthy Families expansions, the introduction of Healthy Kids programs in several counties, and effective outreach and enrollment efforts. However, gains in children's coverage have slowed in recent years. Children's Health Coverage Facts and Figures provides an overview of trends in children's coverage and insurance programs in the state. Key findings include: The proportion * of children without health insurance continued to decline through 2007, though the pace of improvement has slowed. * Nearly 80 percent of California's uninsured children are eligible for coverage under either Medi-Cal, Healthy Families, or Healthy Kids. * Medi-Cal and Healthy Families are key sources of coverage for children in low-income households that together have closed the coverage gap among families with incomes up to 250 percent of the federal poverty level. * Healthy Kids programs are also important for children's coverage. Twenty-four counties operate Healthy Kids programs and four others rely on California Kids. * Children are less likely to have employment-based coverage than adults and are more likely to be enrolled in public programs in California. The future of children's health insurance coverage in California is uncertain. On the one hand, California's economic downturn and budget crisis will likely make it difficult to increase the number of insured children. On the other, Congress and the President reauthorized the Children's Health Insurance Program (CHIP), which provides new policy options for expanding coverage. In addition, Congress and the Obama Administration are working on national health care reform, which if enacted, would likely benefit children in California. In this presentation, children are defined as people between the ages of 0 and 18, unless otherwise noted.

It focused on the roughly 30 million-one in seven-working-age Americans without health insurance. This group does not include the population over 65 that is covered by Medicare or the nearly 10 million children who are uninsured in this country. The main findings of the report are that working-age Americans without health insurance are more likely to receive too little medical care and receive it too late; be sicker and die sooner; and receive poorer care when they are in the hospital, even for acute situations like a motor vehicle crash.

Many successful outreach programs have been designed and implemented at the local level to reach the 726,000 uninsured children who may qualify for Medi-Cal and the additional 535,000 uninsured children who may qualify for Healthy Families. In the past six months, under the state's leadership, these outreach efforts have been extended to ensure successful enrollment, encourage the appropriate use of health services, and support the retention of coverage over time. This background paper examines the practices of a variety of local programs involved in Medi-Cal and Healthy Families outreach to develop a clearer picture of effective strategies. It is difficult to generalize about local outreach efforts because each project has a unique set of characteristics that has developed in response to the needs of the local community, the history of the agency, and funding sources. Broadly speaking, however, outreach projects can be grouped into three categories based on the primary site of their activities: (1) health facilities, including public and private hospitals and clinics; (2) school-based programs; and (3) community-based organizations (CBOs) such as churches, job-training sites, and cultural organizations.

However, evidence shows that some children are not eligible for health insurance. Some parents get their insurance through an employer which doesn't cover children or parents or guardians with Medicare and can't have dependent coverage. Today, there are three main healthcare insurance plans that children in California can apply for: Children Health Insurance Program (CHIP), the County Children's Health Initiative Program (CCHIP), and Medi-Cal. However, each health insurance program is significantly different. Undertaking a policy analysis with social justice lens, this study proposes to examine all three California children's insurance options--barriers and the eligibility criteria and will try to describe the significant number of benefits of high-quality patient care and the distribution for children in California. This graduate project proposes to use the social justice policy framework adapted by Jillian Jimenez (2015) to examine the state's three healthcare insurance programs. The results will offer clarity and suggestions to both government policy and healthcare practitioners.
