Book excerpt: I investigate how the relationship between health status and retirement among older men has changed since 1900 using weight adjusted for height or Body Mass Index (BMI) as a proxy for health. I find that both in 1900 and in 1985-1991 the relative risk of labor force non-participation increases for the excessively lean and obese and that the BMI level that minimizes the relative risk of labor force non-participation remains unchanged. However, in 1900 both the relative risk of non-participation among men at low and high BMI levels and the elasticity of non-participation with respect to BMI were greater than today, suggesting that health is now less important to the retirement decision than in the past. The difference in the relative risk of non-participation is especially pronounced at high BMI levels. Declining physical job demands and improved control of chronic conditions may explain the difference. The findings suggest that the impact of improvements in health on participation rates is increasingly more likely to be outweighed by the impact of other factors. Greater efforts made to increase the incorporation of the old and disabled into the labor force may therefore have a minimal impact on retirement rates. The findings also imply that in the past the economic costs of poor health were substantial

Book excerpt: While longevity increased substantially over the last 50 years and health at older ages has improved, labor force participation at older ages has declined. We use mortality rates as a marker for the "health capacity" to work at older ages in 12 OECD countries. Mortality rates can be compared across countries and over time within the same country. For a given level of mortality, we find employment rates of older men vary substantially through time and across countries. At each mortality rate in 2007, if men in France worked as much as men in the United States, they would work 4.6 years more over ages 55 to 69 than they actually did. Comparing the work and mortality of American men in 2007 to the base year of 1977, the same calculation yields 3.7 years more work. These findings suggest a large increase in the health capacity to work, as measured by mortality. The relationship between cross-country mortality and changes in work over time at older ages is weak, suggesting the take-up of this extra capacity to work has varied. However, the dispersion in employment given mortality is strongly influenced by the retirement incentives inherent in public pension programs.

Cross-sectional studies linking early retirement to increased Social Security income have also made explicit or implicit temporal projections of changes in participation in response to changes in benefits. However, use of cross-sectional estimates for projection purposes may run into several problems, including temporal dependence of the participation decision. This paper uses 2-year longitudinal data for men aged 58-62 in 1969 in order to trace changes in labor force behavior near retirement age. Results indicate significant effects of poor health, initial assets, and initial pension eligibility on the probabilities of exit and entry from the labor force. Social Security benefits are found to have insignificant or unexpected effects. The results also indicate evidence of temporal dependence of participation, suggesting caution in interpreting projections of cross-section estimates.

We use mortality as a measure of health to assess the capacity to work at older ages in 12 OECD countries. For a given level of mortality, the employment rates of older workers vary substantially across countries and over time within countries. At each mortality rate in 2007, if American men between the ages of 55 and 69 had worked as much as American men in 1977 they would have worked an additional 3.7 years between ages 55 and 69. That is, men in this age range in 2007 would have had to work 46.8 percent more to work as much as men with the same mortality worked thirty years earlier in 1977. Comparing across countries, at each mortality rate in 2007, to match the work of American men, French men for example would have to work 4.6 years more between the ages 55 to 69 than they actually did work. We also find that there is little relationship across countries between mortality improvements and the change in employment at older ages.
