Book excerpt: This inquiry investigates key issues that affect the daily lives of those people who live in the south of Scotland. The Committee held informal seminars in Galashiels, Peebles and Dumfries, in May and June 2014, in order to identify the key issues facing businesses, communities and individuals in the south of Scotland. Several of the issues raised in the meetings focused on the social and economic needs of the residents of the south of Scotland, many of which related to devolved functions which are the responsibility of the Scottish Government. However, some crucial issues were raised which were a direct consequence of the policies and responsibilities of the UK Government, specifically for example, in relation to employment issues. The inquiry will seek to examine the bigger picture, and to address two central questions: i) Are the current structures working as effectively as they could for the benefit of the people of the south of Scotland? ii) How can the UK and Scottish Governments work together with Local Authorities to deliver appropriate and effective policies to support economic development and growth in the south of Scotland? This document sets out the specific terms of reference for the inquiry, raising questions and issues on which the Committee would welcome written evidence.

Book excerpt: In this report the Committee has set out key elements of its work over the 2010-15 Parliament. The Committee believes that it is crucial that select committees follow up their work and do not simply see the publication of a report as the end of the process of scrutiny. Scrutiny should not end with the Dissolution of Parliament. The Scottish Government was clear that the 2014 referendum on independence would be a once generation event, but that does not mean that the relationship between Scotland and the rest of the United Kingdom will remain unchanged. The recommendations of the Smith Agreement will be implemented during the course of the next Parliament. The major package of legislation, and the revised fiscal framework that will accompany it, will require careful and detailed scrutiny, as will any proposals to go further that the Smith Commission envisaged.

Available in PDF, EPUB and Kindle. Book excerpt: The willingness to migrate in search of employment is in itself insufficient to compel anyone to move. The dynamics of labour mobility are heavily influenced by the opportunities perceived and the imaginaries held by both employers and regulating authorities in relation to migrant labour. This volume offers a multidisciplinary approach to the study of the structures and imaginaries underlying various forms of mobility. Based on research conducted in different geographical contexts, including the European Union, Turkey, and South Africa, and tackling the experiences and aspirations of migrants from various parts of the globe, the chapters comprised in this volume analyse labour-related mobilities from two distinct yet intertwined vantage points: the role of structures and regimes of mobility on the one hand, and aspirations as well as migrant imaginaries on the other. Migration at Work thus aims to draw cross-contextual parallels by addressing the role played by opportunities in mobilising people, how structures enable, sustain, and change different forms of mobility, and how imaginaries fuel labour migration and vice versa. In doing so, this volume also aims to tackle the interrelationships between imaginaries driving migration and shaping “regimes of mobility”, as well as how the former play out in different contexts, shaping internal and cross-border migration. Based on empirical research in various fields, this collection provides valuable scholarship and evidence on current processes of migration and mobility.

Book excerpt: The Tijuana River Valley Historical Ecology Investigation synthesizes hundreds of historical maps, photographs, and texts to reconstruct the ecological, hydrological, and geomorphic conditions of the Tijuana River valley prior to major European-American landscape modification. How did the valley look and function before there was the state of California, the city of Tijuana, or an international border? What habitat types and wildlife were found there? How have these habitat types and the physical processes that shaped them changed over time? And finally, what can the valley's ecological past tell us about its present and future? In answering these fundamental questions, this richly-illustrated study provides scientists, managers, and residents in the valley with information designed to support and inspire ongoing management and restoration activities.
