One implication of this moment is a growing recognition of the integration and interconnection of natural and urban entities. The present collection is an interdisciplinary inquiry into the changing modes of representation of nature in the city beginning from the turn of the 1960s/70s. Just take the case of the siting of toxic waste landfills in the United States: if you want to know where waste is most likely to be dumped, ask yourself where Blacks, Hispanics, Native Americans and other racial minorities live and where the poorest neighbourhoods are. This kind of ‘environmental racism’ is by no means restricted to the United States: it is very much a global phenomenon. Keucheyan show how the capitalist response to the crisis has been marked by a massive expansion in ‘environmental finance’. Book excerpt: A major work by one of the more innovative thinkers of our time, Politics of Nature does nothing less than establish the conceptual context for political ecology—transplanting the terms of ecology into more fertile philosophical soil than its proponents have thus far envisioned. Bruno Latour announces his project dramatically: “Political ecology has nothing whatsoever to do with nature, this jumble of Greek philosophy, French Cartesianism and American parks.” Nature, he asserts, far from being an obvious domain of reality, is a way of assembling political order without due process. Thus, his book proposes an end to the old dichotomy between nature and society—and the constitution, in its place, of a collective, a community incorporating humans and nonhumans and building on the experiences of the sciences as they are actually practiced. In a critique of the distinction between fact and value, Latour suggests a redescription of the type of political philosophy implicated in such a “commonsense” division—which here reveals itself as distinctly uncommonsensical and in fact fatal to democracy and to a healthy development of the sciences. Moving beyond the modernist institutions of “mononaturalism” and “multiculturalism,” Latour develops the idea of “multinaturalism,” a complex collectivity determined not by outside experts claiming absolute reason but by “diplomats” who are flexible and open to experimentation.

The authors of Acting in an Uncertain World argue that political institutions must be expanded and improved to manage these controversies, to transform them into productive conversations, and to bring about “technical democracy.” They show how “hybrid forums”—in which experts, non-experts, ordinary citizens, and politicians come together—reveal the limits of traditional delegative democracies, in which decisions are made by quasi-professional politicians and techno-scientific information is the domain of specialists in laboratories. The division between professionals and laypeople, the authors claim, is simply outmoded. The authors argue that laboratory research should be complemented by everyday experimentation pursued in the real world, and they describe various modes of cooperation between the two. They explore a range of concrete examples of hybrid forums that have dealt with sociotechnical controversies including nuclear waste disposal in France, industrial waste and birth defects in Japan, a childhood leukemia cluster in Woburn, Massachusetts, and mad cow disease in the United Kingdom. The authors discuss the implications for political decision making in general and describe a “dialogic” democracy that enriches traditional representative democracy. To invent new procedures for consultation and representation, they suggest, is to contribute to an endless process that is necessary for the ongoing democratization of democracy.

Book excerpt: If the twentieth century was only focused on the complementarity and the opposition of market and state, the twenty-first century has now to deal with the prominence of the third sector, the emergence of social enterprises and other solidarity hybrid forms. The concept of civil society organisations (CSOs) spans this diversity and addresses this new complexity. The first part of the book highlights the organizational dimensions of CSOs and analyses the growing role of management models and their limits. Too often, the study of CSO governance has been centered on the role of the board and has not sufficiently taken into account the different types of accountability environments. Thus, the conversation about CSO governance rises to the level of networks rather than simple organizations per se, and the role of these networks in setting the agenda in a democratic society. In this perspective, the second part emphasizes the institutional dimensions of CSO governance by opening new avenues on democracy. First, the work of Ostrom about governing the commons provides us new insights to think community self-governance. Second, the work of Habermas and Fraser opens the question of deliberative governance and the role of public sphere to enlarge our vision of CSO governance. Third, the concepts of substantive rationality and economy proposed respectively by Ramos and Polanyi reframe the context in which the question can be addressed. Lastly, this book argues for a stronger intercultural approach useful for the renewal of paradigms in CSOs research. This book has for objective to present a unique collective work in bringing together 33 authors coming from 11 countries to share perpectives on civil society governance and will be of interest to an international audience of researchers and policy-makers.

For the last three centuries new ideas of nature have been continually developed by theology, politics, economics, and science, especially the sciences of the material world. The situation is even more unstable today, now that we have entered an ecological mutation of unprecedented scale. Some call it the Anthropocene, but it is best described as a new climatic regime. And a new regime it certainly is, since the many unexpected connections between human activity and the natural world oblige every one of us to reopen the earlier notions of nature and redistribute what had been packed inside. So the question now arises: what will replace the old ways of looking at nature? This book explores a potential candidate proposed by James Lovelock when he chose the name 'Gaia' for the fragile, complex system through which living phenomena modify the Earth. The fact that he was immediately misunderstood proves simply that his readers have tried to fit this new notion into an older frame, transforming Gaia into a single organism, a kind of giant thermostat, some sort of New Age goddess, or even divine Providence. In this series of lectures on 'natural religion,' Bruno Latour argues that the complex and ambiguous figure of Gaia offers, on the contrary, an ideal way to disentangle the ethical, political, theological, and scientific aspects of the now obsolete notion of nature. He lays the groundwork for a future collaboration among scientists, theologians, activists, and artists as they, and we, begin to adjust to the new climatic regime.
