Book excerpt: The US Department of Energy (DOE) is constructing the Hanford Waste Treatment Plant which is the largest waste pretreatment and vitrification facility in the world. This massive facility will begin commissioning operations in 2009, with full scale production beginning in 2011. While this facility will provide a much needed waste treatment capability to meet the department accelerated cleanup goals for closure of the Hanford waste tank systems, it alone will not provide enough capacity to complete the waste treatment mission by the 2028 regulatory milestone. The 53 million gallons of radioactive waste remaining in Hanford's 177 single-shell tanks (SST) and double-shell tanks (DST) present a broad range of radiochemical and chemical contents. The US Department of Energy, Office of River Protection (ORP) has established a strategy for waste retrieval and waste treatment that recognizes that all tank waste is not identical, and that other processes can be utilized to safely and economically treat tank waste for ultimate disposal. The ORP is pursuing a 3-tiered strategy to define, develop, and deploy treatment capability that will meet the 2028 waste treatment milestone. Ultimately, by tailoring the treatment process to the actual waste being processed, economies and efficiencies can be exploited to improve the overall treatment approach. In the end, DOE expects that each of the three elements will process waste as follows: (1) Transuranic (TRU) waste packaging and disposal will treat about 2 percent of the total waste sodium; (2) Supplemental treatment will account for about 47 percent of the low-activity waste (LAW) waste sodium; and (3) The Waste Treatment Plant will process about 53 percent of the LAW waste sodium and 100 percent of the high-level waste (HLW).

Book excerpt: " In December 2000, DOE awarded Bechtel a contract to design and construct the WTP project at DOE's Hanford Site in Washington State. This project-one of the largest nuclear waste cleanup facilities in the world- was originally scheduled for completion in 2011 at an estimated cost of $4.3 billion. Technical challenges and other issues, however, have contributed to cost increases and schedule delays. GAO was asked to examine (1) remaining technical challenges, if any, the WTP faces; (2) the cost and schedule estimates for the WTP; and (3) steps DOE is taking, if any, to improve the management and oversight of the WTP project. GAO reviewed DOE and contractor data and documents, external review reports, and spoke with officials from DOE and the Defense Nuclear Facilities Safety Board and with contractors at the WTP site and test facilities. "

Book excerpt: The Waste Treatment Plant Project at the Department of Energy's (DOE) Hanford site in southeastern Washington state is a massive effort to stabilize and prepare for disposal 55 million gallons of radioactive and hazardous wastes currently held in underground tanks. In 2000, DOE awarded an 11-year, $4.3 billion contract project to Bechtel National, Inc. (Bechtel) to design and construct the plant. Since then, numerous problems and changes have occurred that will significantly increase the project's final cost and completion date. This testimony discusses (1) how and why the project's cost and schedule have changed since 2000; (2) the status of DOE and Bechtel efforts to address these problems and improve project management; and (3) our observations on issues that need to be addressed in going forward. It is based on previous GAO reports and ongoing work.

Book excerpt: for treating 56 million gallons of radioactive waste held in underground tanks at the Hanford site in Washington State. The WTP is being constructed under a design-build contract and has a history of technical and management challenges. DOE stopped construction in 2012 on parts of the WTP, including the Pretreatment facility, pending resolution of these challenges and has stated that several milestones will likely be missed. In September 2013, DOE proposed a waste treatment strategy that may allow some waste to be treated before resolving WTP's technical issues, including construction of two new facilities. Senate Report 113-44 accompanying the National Defense Authorization Act for Fiscal Year 2014 included a provision for GAO to examine the status of construction and operations at the WTP. This report examines (1) how DOE's two new proposed facilities help achieve Hanford's waste treatment mission and how they were selected, (2) the extent to which DOE's estimated costs and schedules for constructing the facilities meet best practices for reliable estimates, and (3) the extent to which technical and management challenges continue to affect the WTP. GAO reviewed DOE and contractor data and documents.

Book excerpt: The US Department of Energy Office of River Protection is currently overseeing the construction of the new Hanford Site Waste Treatment and Immobilization Plant (more commonly referred to as the Waste Treatment Plant). In December 2000, a contract was awarded to Bechtel National, Inc. for the design, construction, and commissioning of the $5.8 billion facility to treat and vitrify a significant portion of the waste currently stored in large underground tanks on the Hanford Site. As the owner, the Office of River Protection has developed an organization to oversee the design, construction, and commissioning of the facility. A Federal Project Director is responsible for all aspects of the project, including safety, design, construction, commissioning; and the baseline (scope, cost, and schedule). The Project Director reports to the Manager of the Office of River Protection and recommends changes to the contract requirements, safety basis documents, or the baseline. Approximately 30 engineers, scientists, and other support personnel have been assigned to a unique organization that supports the Federal Project Director in providing oversight of each phase of the project (i.e., design, construction, and commissioning). The organization includes an Engineering Division, a Programs and Projects Division, a Safety Authorization Basis Team, and an Operations and Commissioning Team. This organization is unique within the Department of Energy and provides a focused team to resolve issues of safety, cost, schedule, technical design changes, and construction. This paper will describe this team and show how the Office of River Protection utilizes this oversight team to manage this complex, accelerated project. The size and technical complexity of the facility poses unique challenges for safety, permitting, commissioning, engineering, and baseline control. A robust training and qualification program has been developed that will insure the Departmental personnel working closely with contractor personnel obtain intimate knowledge of the research and technology, engineering, design, and construction operations. In all aspects, Departmental personnel are assessing contractor proposals, design, and construction to ensure compliance with contractual commitments and to ensure the facility will meet long term Department of Energy mission needs.
