Available in PDF, EPUB and Kindle. Book excerpt: Handcuffs and Chain Link enters the immigration debate by addressing one of its most controversial aspects: the criminalization both of extralegal immigration to the United States and of immigrants themselves in popular and political discourse. Looking at the factors that led up to criminalization, Benjamin Gonzalez O’Brien points to the alternative approach of the Immigration Reform and Control Act of 1986 and how its ultimate demise served to negatively reinforce the fictitious association of extralegal immigrants with criminality. Crucial to Gonzalez O’Brien’s account thus is the concept of the critical policy failure—a piece of legislation that attempts a radically different approach to a major issue but has shortcomings that ultimately further entrench the approach it was designed to supplant. The IRCA was just such a piece of legislation. It highlighted the contributions of the undocumented and offered amnesty to some while attempting to stem the flow of extralegal immigration by holding employers accountable for hiring the undocumented. The failure of this effort at decriminalization prompted a return to criminalization with a vengeance, leading to the stalemate on immigration policy that persists to this day.

Book excerpt: Sanctuary cities, or localities where officials are prohibited from inquiring into immigration status, have become a part of the broader debate on undocumented immigration in the United States. Despite the increasing amount of coverage sanctuary policies receive, the American public knows little about these policies. In this book, Loren Collingwood and Benjamin Gonzalez O'Brien delve into the history, media coverage, effects, and public opinion on these sanctuary policies in the hope of helping readers reach an informed decision regarding them.

Available in PDF, EPUB and Kindle. Book excerpt: This book covers Handcuffing issues for law enforcement officer. The goal is to understand and be able to perform proper techniques of using handcuffs. Handcuffs are temporary restraining devices designed to control the movements of a subject. Officers may routinely use handcuffs to control, restrain and transport persons. Restraining devices will be applied properly and in accordance with training received, so as to minimize the risk of unnecessary injury. The design of handcuffs ensures that the subject's movements are controlled to reduce the risk of injury to the police officer, members of the public, and the subject himself. The most common types of handcuffs used in law enforcement today are the traditional and hinged variety. In addition, officers also use plastic cuffs, in some situations. Handcuffs do not entirely immobilize a suspect. Regardless of the type used, it is imperative that officers be aware that the police style handcuff is a temporary restraining device and that its proper use and application is crucial for the safety of the officer and subject. Topics and techniques presented in this book will be of both great interest and great value to trainers and students of law enforcement.

Available in PDF, EPUB and Kindle. Book excerpt: The Metropolitan Police Service (MPS), now in its 175th year, has a long tradition of working with doctors. In fact, the origin of the forensic p- sician (police surgeon) as we know him or her today, dates from the passing by Parliament of The Metropolitan Act, which received Royal Assent in June of 1829. Since then, there are records of doctors being “appointed” to the police to provide medical care to detainees and examine police officers while on duty. The MPS has been involved in the training of doctors for more than 20 years, and has been at the forefront of setting the highest standards of wo- ing practices in the area of clinical forensic medicine. Only through an awa- ness of the complex issues regarding the medical care of detainees in custody and the management of complainants of assault can justice be achieved. The MPS, therefore, has worked in partnership with the medical profession to ensure that this can be achieved. The field of clinical forensic medicine has developed in recent years into a specialty in its own right. The importance of properly trained doctors working with the police in this area cannot be overemphasized. It is essential for the protection of detainees in police custody and for the benefit of the criminal justice system as a whole. A book that assists doctors in the field is to be applauded.

Book excerpt: This book covers "Weapon Retention and Gun Disarming, Handcuffing, Conducting Suspect Searches, and Defensive Baton" subjects for law enforcement officer. In some close encounters, a suspect may try to grab the officer's sidearm. Loss of the officer's gun could mean the loss of his/her life. The officer or civilians may be killed or injured by offenders who take and use an officer's firearm. Officers must develop a defensive awareness that their weapon can be snatched. Handcuffs are temporary restraining devices designed to control the movements of a subject. However, they do not entirely immobilize a suspect. Its proper use and application is crucial for the safety of the officer, subject, and public. Body searching is a vague topic. It is a careful, systematic examination of the suspect at the scene of a crime, or immediately after apprehension. Failure to conduct a proper search could cost an officer's or civilians' life. Modern law enforcement tool, baton, has been developed to increase officers' ability to protect themselves, particularly in those cases not justifying the use of deadly force. A trained officer who is proficient in the use of the baton is better able to protect himself and is less likely to resort to the use of his firearm. Topics and techniques presented in this book will be of both great interest and great value to trainers and students of law enforcement.
