Book excerpt: Using sustainable food value chain development (SFVCD) approaches to reduce poverty presents both great opportunities and daunting challenges. SFVCD requires a systems approach to identifying root problems, innovative thinking to find effective solutions and broad-based partnerships to implement programmes that have an impact at scale. In practice, however, a misunderstanding of its fundamental nature can easily result in value-chain projects having limited or non-sustainable impact. Furthermore, development practitioners around the world are learning valuable lessons from both failures and successes, but many of these are not well disseminated. This new set of handbooks aims to address these gaps by providing practical guidance on SFVCD to a target audience of policy-makers, project designers and field practitioners. This first handbook provides a solid conceptual foundation on which to build the subsequent handbooks. It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. The interdisciplinary work in this volume shows how trade is managed and asks theory-driven questions about how value chains relate to locally-rooted development processes. Policy makers and development practitioners are increasingly using value chain analysis to frame pro-poor development interventions. This book offers multiple conceptualizations of development outcomes of inclusion of small producers, firms and workers in value chains. Processes of inclusion at different scales are unpacked in order to identify the terms of participation of small producers, firms and workers. As value chains are embedded, the book further argues that inclusion can be conceptualized as the degree of alignment between value chain logics and the institutions and capacities in the local business system. The combination of inclusive governance and endogenous development informs a grounded debate on roles of development-oriented partnerships. Uncertainties inherent to these contexts can further undermine the relevance, efficiency and effectiveness of agri-food value chain development interventions, programmes and projects.Investigating the connection between sustainable, resilient agrifood value chain development and the unique characteristics of the highly volatile situations in which they are operating, these practitioner guidelines propose a four-step approach for selection, analysis and design of agrifood value chains in conflict prone and conflict affected contexts. The approach aims to strengthen the resilience of agri-food value chains through systems-based solutions, adopting a context-sensitive programming approach and ensuring an adaptive programming effort through a Monitoring, Evaluation, Accountability and Learning (MEAL) framework, to facilitate testing and scaling-up.

It also includes an estimation of food loss at each stage of the value chain; an assessment of gender and youth participation and an SDG tracker. The EX-ACT VC methodological guidelines aim to: 1) provide a comprehensive overview of the tool and help users assess the sustainability of agrifood value chains across environmental, economic, and social dimensions using the tool; 2) describe the various methodological concepts underlying the tool to perform a value chain assessment and calculating several indicators of sustainability; 3) illustrate the structural layout of the tool, explaining data requirements, and providing step-by-step data entry guidance to perform a value chain assessment using EX-ACT VC; 4) discuss the different indicators the tool calculates and how they can be for project and policy evaluation and design. These guidelines are intended to assist potential users of EX-ACT VC including policymakers, project managers, analysts, and researchers.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

A brief literature review then focuses on five topics of particular relevance to African agricultural value chains.
