Available in PDF, EPUB and Kindle. Book excerpt: This manual was developed pursuant to legislative mandate codified in Penal Code Section 13519.6. The guidelines will assist members of local law enforcement agencies by enhancing their training concerning hate crimes. Additionally, the guidelines provide strategies for agencies to develop management programs that comply with the California Department of Justice policy, the reporting requirements of California Penal Code Section 13023, and the public information requirements of California Penal Code Section 13873. With California's increasingly diverse population, both religious and cultural in nature, law enforcement officers need to recognize the potential for hate crime violations. The effective enforcement of hate crime law requires a unique balance of investigative skills and sensitivity toward the victim(s). An agency's proactive policies and overall response, apart from the initial officer's response, are crucial to the credibility of law enforcement agencies within their communities. Finally, new training curriculum emphasizes the need for a two-tiered review of protocols as part of the hate crime reports. In addition, federal reporting requirements have been implemented in California, as reflected in the California Department of Justice Information Bulletin, No. 94-25-OMET, dated September 30, 1994. This bulletin states ". . . that each agency submit reports of hate crimes" on an annual basis. The guidelines and accompanying resource information provide a starting point for agency personnel to appropriate procedures and training for their communities.

Peacekeeping in a multicultural society in the 21st century requires new strategies, skills, tools, and cultural knowledge on the part of those engaged in all aspects of the criminal justice system and homeland security. Compared to more than a decade ago, contemporary law enforcement has improved resources to meet these challenges resulting from the diversity within communities and the multicultural law enforcement aspects of peacekeeping. The book addresses the key multicultural needs of law enforcement. The practical contents of the book contain critical information and insight that will improve police performance and professionalism. It is designed to assist all levels of criminal justice professionals in understanding the pervasive influences of culture, race, and ethnicity in the workplace and in multicultural communities. It continues to focus on the cross-cultural contact that police officers and civilian employees have with coworkers, victims, suspects, and citizens from diverse backgrounds. This fourth edition includes new or updated information on: community policing--new success stories and illustrations; immigration and unauthorized migrants in the U.S.; racial profiling status and new legislation; recruitment and retention of women and minorities; issues pertinent to sexual orientation and law enforcement; Native American tribal police and issues of identity; multicultural issues related to terrorism, homeland security, and disaster preparedness; the "Patriot Act" and related issues for law enforcement.

The recommendations will assist local agency executives and their training coordinators to develop and deliver effective training. These guidelines are consistent with the principles that shaped the POST Cultural Awareness Training Program. This book was released on 1992 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1991, POST conducted statewide forums and a symposium on training issues relating to use of force by police officers. The sessions were attended by varying levels of law enforcement professionals, POST personnel, and members of the community. Those sessions resulted in over 90 recommendations dealing with use of force by police officers. The Commission directed work to begin on addressing the following themes that emerged from those recommendations: (1) strengthening cultural/ethnic training in the basic and other courses, (2) strengthening the selection and training of field training officers, (3) furthering the development of the supervisory course as well as ongoing training of supervisors and developing more emphasis on use of force, cultural awareness, and ethnic relations in POST courses. It was reassuring to note that many of the recommendations were included in POST's existing training programs. For example, the recently implemented course on cultural awareness addressed recommendations related to cultural issues. A number of the recommendations directed towards supervisory training were included in the basic supervisory course or the Supervisory Leadership Institute. Another example is the recent POST telecourse on tactical communications (verbal judo) which was developed to provide verbal strategies for police officers. An expert in group behavior has been contracted to work for two days with a committee of law enforcement professionals from throughout the state and design a program on intervention skills. The goal is to develop a course in intervention in which those skills can be taught in a variety of POST-approved courses.
