The staff discusses the regulations; the components to be included in an inservice testing program; and the preparation and content of cold shutdown justifications, refueling outage justifications, and requests for relief from the American Society of Mechanical Engineers Code requirements. The staff also gives specific guidance on relief acceptable to the NRC and advises licensees in the use of this information at their facilities. The staff discusses the revised standard technical specifications for the inservice testing program requirements and gives guidance on the process a licensee may follow upon finding an instance of noncompliance with the Code.
