These legislative and executive mandates have given the Secretary of Commerce important responsibilities for improving the utilization and management of computers and automatic data processing systems in the Federal Govern ment. To carry out the Secretary's responsibilities, the nbs, through its Institute of Computer Sciences and Technology, provides leadership, technical guidance and coordination of Government efforts in the development of guidelines and standards in these areas. The need for physical, administrative and technological measures to protect Federal agency data and computer installations has become an acknowledged fact. In order to assure the cost effective selection of such safeguards, a risk analysis is required by the Office of Management and Budget Circular A-71, Transmittal Memorandum No. 1. This Guideline for performing a risk analysis is made available by the nbs to assist Federal agencies in implementing the omb requirements for the security of Federal automated information systems.
