Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides the first comprehensive introduction to, and explanation of, the theory and practice of the ‘bioarchaeology of care’, an original, fully theorised and contextualised case study-based approach designed to identify and interpret cases of care provision in prehistory. The applied methodology comprises four stages of analysis, each building on the content of the preceding one(s), which provide the framework for this process. Theory and Practice in the Bioarchaeology of Care is the primary source of information on this new approach and serves as a manual for its implementation. It elaborates the foundations on which the bioarchaeology of care is constructed; it leads the reader through the methodology; and it provides three detailed examples of prehistoric caregiving which illustrate how bioarchaeology of care analysis has the capacity to reveal aspects of past group and individual identity and lifeways which might otherwise have remained unknown.

Book excerpt: A luminous account of largely unrecognised experiences in the aftermath of war. This is not a war story about heroism or healing trauma, but an attempt to fill the gaps in a family story in the wake of the Vietnam War and re-animate a father never really known. Life with Birds invests in the small scale, the domestic and the ordinary as an overlooked part of Australian military history. Bronwyn Rennex has used whatever materials she could find in order to attempt to retrieve her father - family stories, love letters, legal documents, birds - and the gaps between these documents form perhaps the most important part of this story: a failure that describes a loss. Rather than describing her mother's grief at her father's death, Rennex uses love letters and her mother's written claim for a war widow's pension to map the shape of her mother's love and loss. Told in fragments and mixing speculation, imagination and guesswork, the narrative is personal, angry, political and also funny, balancing a desire for some form of testimony with a commitment to questioning how we talk about war. This is a poignant and compelling account of largely unrecognised experiences in the aftermath of war.

Available in PDF, EPUB and Kindle. Book excerpt: This book of essays celebrates Mark Aronson's contribution to administrative law. As joint author of the leading Australian text on judicial review of administrative action, Aronson's work is well-known to public lawyers throughout the common law world and this is reflected in the list of contributors from the US, Canada, Australia, New Zealand and the UK. The introduction comes from Justice Michael Kirby of the High Court of Australia. The essays reflect Aronson's interests in judicial review, non-judicial grievance mechanisms, problems of proof and evidence, and the boundaries of public and private law. Amongst the contributors, Peter Cane, Elizabeth Fisher, and Linda Pearson write on administrative adjudication and decision-making, Anita Stuhmcke writes on Ombudsmen, and Robin Creyke and John McMillan, the Commonwealth Ombudsman, write on charters, codes and 'soft law'. There are evaluations of the profound influence of human rights law on judicial review from the UK by Sir Jack Beatson and Thomas Poole and from Canada by David Mullan. Matthew Groves and Chief Justice James Spigelman address developing themes in judicial review, while Carol Harlow, Richard Rawlings, Michael Taggart and Janet McLean follow Aronson's interests into the private side of public law. An American perspective is added by Alfred Aman and Jack Beermann.

Book excerpt: The health and economic costs of tobacco use in military and veteran populations are high. In 2007, the Department of Veterans Affairs (VA) and the Department of Defense (DoD) requested that the Institute of Medicine (IOM) make recommendations on how to reduce tobacco initiation and encourage cessation in both military and veteran populations. In its 2009 report, Combating Tobacco in Military and Veteran Populations, the authoring committee concludes that to prevent tobacco initiation and encourage cessation, both DoD and VA should implement comprehensive tobacco-control programs.

Available in PDF, EPUB and Kindle. Book excerpt: New Developments in the Bioarchaeology of Care evaluates, refines and expands existing concepts and practices in the developing field of bioarchaeological research into health-related care provision in the past. Evidence in human remains that indicates an individual survived with, or following, a serious pathology suggests this person most likely received some form of care from others. This observation was first made half a century ago, but it is only in the last five years that health-related caregiving has been accepted as a topic for bioarchaeology research. In this time, interest has grown exponentially. A focus on care provides a dynamic framework for examining the experiences of disease and disability in the past - at the level of the individual receiving care, and that of the community providing it. When caregiving can be identified in the archaeological record, bioarchaeologists may be able to offer unique insights into aspects of past lifeways. This volume represents the work of an international, diverse, cross-disciplinary group of contributors, each bringing their own particular focus, style and expertise to analyzing past health-related care. Nineteen chapters offer content that ranges from an introduction to the basic 'bioarchaeology of care' approach, through original case studies of care provision, to new theoretical perspectives in this emerging area of scholarship. This book creates a synergy that challenges our thinking about past health-related care behaviors and about the implications of these behaviors for understanding the social environment in which they took place.
