Book excerpt: The Pan-European Biological and Landscape Strategy (1996) aims to halt the degradation of landscape and biological diversity across the European region. Action Theme 2 of the Strategy relates to the integration of landscape and biological diversity into other sectors including transport. This Code of Practice contributes to this progress. The Code relates to linear transport systems, comprising roads, railways and inland navigation along waterways, such as canals and rivers. It aims to assist elected representatives, decision makers, and practitioners as well as nature conservation bodies in the understanding of the main issues and solutions associated with the planning, design and use of linear transportation networks i.e. roads, railways and inland navigation channels, in relation to the landscape and biological diversity. Other modes of transport are outside the scope of this CodeThe Code sets a political and social framework and proposes policy options for the development of new, and the maintenance of existing linear transport systems in relation to biological and landscape diversity. By building on examples, the Code has developed a series of Practice Pointers.

Book excerpt: Maintaining forest biodiversity by combining protection, management and restoration of forest and woodland landscapes is a central component of sustainable development. Evidence that there are threshold levels for how much habitat loss may be tolerated for viable populations of specialised species to be maintained. Policy-makers, businesses and managers pose questions about how to balance use of renewable forest resources and conserve biodiversity. Examples are presented on how biodiversity assessments can be made. Proposes how the critical gaps in our knowledge identified throughout the book could be filled through macroecological research and international co-operation.

Available in PDF, EPUB and Kindle. Book excerpt: The ability of public transit to take advantage of public concerns over environmental protection is hampered by the public perception that transit buses are serious pollution offenders. It is critical to overcome this image problem in order to persuade riders to shift to public transit for environmental reasons. To address this problem, the Canadian Urban Transit Association has conducted a study to guide transit organisations toward potential improvements. The results of this study are laid out in two parts: principles of environmental management and an environmental management handbook. The first part provides a general framework for developing an environmental management system and discusses fundamental principles and issues such as environmental policy development, management accountability, audit and verification, and consideration of needs of external public interests. The second part provides a practical perspective on actions that transit systems can take to implement environmental initiatives. The handbook includes an environmental program checklist for use as a starting point, a comprehensive list of potential environmental initiatives, and a detailed guide for organising an internal environmental audit.

Available in PDF, EPUB and Kindle. Book excerpt: The public space of democracies is constructed in a context that is marked by the digital transformation of the economy and society. This construction is carried out primarily through deliberation. Deliberation informs and guides both individual and collective action. To shed light on the concept of deliberation, it is important to consider the rationality of choice; but what type of rationality is this? References to economic reason are at once widespread, crucial and controversial. This book therefore deals with arguments used by individuals based on the notions of preferential choice and rational behavior, and also criticizes them. These arguments are examined in the context of the major themes of public debate that help to construct the contemporary public space: "populism", social insurance, social responsibility and environmental issues. Economic Reason and Political Reason underlines the importance of the pragmatist shift of the 2000s and revisits, through the lens of this new approach, the great utilitarian and Rawlsian normative constructs that dominated normative political economics at the end of the 20th century. Alternative approaches, based on the concept of deliberative democracy, are proposed and discussed.

Book excerpt: As a key element of individual and social well-being and quality of life, landscape plays an important part in human fulfilment and in reinforcement of European identity. Adopted under the auspices of the Council of Europe, the European Landscape Convention aims to promote the protection, management and planning of landscapes, and to organise international co-operation in this field. It applies to the entire territory of the contracting parties and covers natural, rural, urban and peri-urban areas. It concerns landscapes considered outstanding, as well as everyday or degraded areas. Certain “dimensions” of the landscape are presented in this publication, which addresses key issues for its future, including democracy, education, economy, leisure and advertising. Landscape management processes – and even the term “landscape” itself – are also analysed. This book forms part of a process of reflection on the major themes concerning the living environment.
