Cela a démontré la nécessité de publier de nouvelles règles, de manière à apporter une amélioration sensible à la fiabilité des constructions. Les règles PS 92 se substituent aux règles PS 69, complétées en 1982 par un addendum tiré des leçons des séismes d'El Asnam (Algérie) de 1980. Depuis cette date, la plupart des membres de la commission de révision des règles PS 69/82, auxquels se sont joints d'autres experts, ont poursuivi leurs travaux pour tenir compte des progrès du génie parasismique et bénéficier des leçons des séismes récents tels que ceux de Mexico (1985), Spitak (Arménie-1988) et Loma (Californie-1989). Cet ouvrage énonce les règles de conception, de calcul et de vérification des projets de bâtiments soumis à l'agression sismique. Les règles viennent compléter les règles générales relatives aux différents types de construction : en béton armé, en acier, en bois, etc. Ces règles ont pour objet de proportionner la résistance des ouvrages aux secousses qu'ils sont susceptibles de subir, pour leur conférer un comportement global satisfaisant en vue d'assurer la sécurité des personnes. Elles visent également à limiter les dommages matériels. Elles n'envisagent que le cas des constructions nouvelles. Ces règles PS 92 apportent une contribution aux travaux du Comité européen de normalisation.
