Damit soll nicht geleugnet werden dafs die spätrömischen Zustände eine tiefgreifende und nachhaltige Einwirk1mg auf die Ent wicklung des fränkischen Staatsrechtes ausübten. Allein der Schwer punkt dieser Einwirkung ist nicht dort zu suchen wo man ihn in der Regel sucht, nicht unter den Faktoren, welche Staaten bilden und erhalten sondern unter den zersetzenden und auflösenden Kräften Die Behauptung klingt paradox.
