AKAD Fachhochschule Stuttgart, Sprache: Deutsch, Abstract: Anhand der vorliegenden Arbeit soll versucht werden, einige Gründe für das Scheitern von Reformprozessen im Öffentlichen Dienst und Grundlagen für die erfolgreiche Implementierung von Veränderungen aufzuzeigen. Es geht dabei um die Frage, wie ein Apparat, dessen Reformunwille tief verwurzelter Bestandteil seiner Strukturen und ebenso feste Ingredienz der Mentalität seines Personalkörpers ist, tatsächlich umgestaltet werden kann? Wie lassen sich die scheinbar vergleichsweise unflexiblen Führungs-, Arbeits- und Kooperationsgewohnheiten der Beschäftigten aufbrechen und durch eine grundsätzlich veränderungsbejahende Grundeinstellung ersetzen? Wie bereits Heraklit von Ephesus feststellte, ist nichts so beständig wie der Wandel. Veränderungen durchziehen unser tägliches Leben und prägen unsere Umwelt. Das gilt nicht weniger für Unternehmen sowie deren Mitarbeiterinnen und Mitarbeiter. Aktuelle Schlagwörter, die die Omnipräsenz von Veränderungen herausstellen, sind beispielsweise Klimawandel, Globalisierung, Digitalisierung, Finanzkrise oder europäische Integration. Der Terminus „Change Management“ (Veränderungsmanagement) hat sich mittlerweile auch im deutschen Sprachgebrauch als Oberbegriff für die speziellen Managementtechniken durchgesetzt, die zur Steuerung der Prozesse im Rahmen von Wandel erforderlich und geeignet sind. Deren Anwendung soll verhindern, dass Unternehmen zum bloßen Spielball von Umwälzungen werden, und ermöglichen, dass sie diese zum eigenen Vorteil nutzen können. Hierbei geht es im Grunde darum, eine möglichst optimale Ausgestaltung des Weges vom Ausgangspunkt (Status quo) zum Ziel (beabsichtigter Zustand) zu erreichen. Vor diesem Hintergrund liegt der Fokus eindeutig auf der aktiven Gestaltung des Wandels. In Abgrenzung zur strategischen Unternehmensführung, die auf eine optimale Anpassung an die Umwelt abzielt, ist Change Management eine Aufgabe, „die sich vor allem nach innen richtet, also auf die Mitglieder der zu wandelnden Organisation beziehungsweise des sich in Veränderung befindlichen Unternehmens.“ Angesichts dieser Entwicklung gewinnt das Veränderungsmanagement auch im Öffentlichen Dienst (ÖD) zusehends an Bedeutung.
