The book opens with the arguments supporting current global limits to growth, and then shows that the growth management movement in the United States represents an institutionalized form of ongoing growth accommodation, which is incongruous with sustainable behavior. The book also documents the historical pro-growth tendency of the planning profession and contends that this bias is impeding the necessary transition to a sustainable future. In addition, it presents the standards courts use to decide the legality of growth management programs and suggests that those standards do not present insurmountable obstacles to stopping future growth. In conclusion, this book presents operational measures of ecological sustainability and argues that the growth imperative currently driving the growth management movement must be replaced by the imperative of ecological sustainability.

More recently, the traditional split between developers and conservationists has begun to break down. Conceptions of what is economically and technologically practical, ecologically necessary, and politically feasible are rapidly changing. This report discusses the implications of five paradigms of environmental management in development. The author notes that the remedial legalistic approach of environmental management is breaking down. Instead, interest in the more economically integrated approach of resource management has recently taken hold. Several interdependent forces indicate that improving the economic management of pollution and resources may be a necessary but insufficient measure to create the conditions for sustainable development. The perception of tradeoffs between development and environmental quality persists in the present debate, but its necessity is greatly exaggerated, according to this paper. Finally, it is noted that paradigms may be impervious to evidence, and institutions and societies too difficult to change. Whether, when and how these issues are resolved may be modern civilization's most significant test.

In the south, a billion people still do not have access to the most basic needs. Poor countries need to accelerate their consumption growth if they are to ensure that the lives of their people are enriched. However, with rapid economic growth and corresponding increases in consumption now under way, their environmental impact is soon to become substantially greater. In a world that strives towards stemming global crises such as climate change, the path already taken by the rich and high-growth economies over the past century cannot be repeated by the south if the desired objective is to create a future that is truly sustainable. Growing Pains examines environmental management in the south from a number of perspectives. It is designed to stimulate the discussion about the role that corporations and national and international organizations play in sustainable development. It does not offer panaceas, as each country has its own problems and opportunities; and, after almost 50 years of failed panacea-oriented economic development policy transfer from the north to the south, it is time to abandon hope for universal solutions and instead look to individual approaches that work.
