Book excerpt: Corrosive soils are responsible for the deterioration of buried underground utilities such as buried steel pipes. Frequent pipe failures are reported due to corrosive soil globally. Although soil,Äôs corrosion phenomenon has been understood and identified long time ago, pipe failures due to corrosive soil are uncontrollable and unavoidable despite the use of protective coatings and techniques such as cathodic protection. Therefore, it is essential to review the causes of soil,Äôs corrosivity for the protection of steel pipes. This chapter demonstrates the influence of varying moisture and chloride contents of soils on the corrosion of coated and uncoated steel pipes. Carbon steel specimens (coated and uncoated) were buried in soils of 20, 40, 60, and 80¬†wt.% moisture content, respectively, while the chloride concentration introduced in soil was 0, 5, and 10¬†wt.%, respectively. Through the analysis of experiments, it is revealed that the corrosion rate of pipes buried in soil increases with increase in moisture content up to critical moisture and chloride values. The influence of soil,Äôs moisture and chloride on the corrosion products formed on steel pipes was investigated and comprehensively explained in this chapter. Authors believe that the knowledge presented in this chapter can be applied to other structures or utilities buried in corrosive soils.

Book excerpt: Steel is a common component of U.S. infrastructure, but that steel can corrode when buried in soil, rock, or fill. Steel corrosion is estimated to cost the United States 3-4 percent of its gross domestic product every year, and it can lead to infrastructure failure, loss of lives, property, disruption of energy and transportation systems, and damage to the environment. Although the mechanisms of steel corrosion are well understood, limited data on subsurface corrosion and the inability to measure corrosivity directly make accurate corrosion prediction through modeling a challenge. When hazardous levels of corrosion does occur, it is difficult to determine whether the cause was related to site selection, engineering decisions, changes in subsurface conditions, or a combination of these factors. This report explores the state of knowledge and technical issues regarding the corrosion of steel used for earth applications (e.g., for ground stabilization, pipelines, and infrastructure foundations) in unconsolidated earth or rock in different geologic settings. The report summarizes mechanisms of steel corrosion, assesses the state of practice for characterizing factors in the subsurface environment that influence corrosion and corrosion rates, and assesses the efficacy and uncertainties associated with quantitative, field, and laboratory methods for predicting corrosion. The industries and experts most involved with managing buried steel should collaborate to improve multidisciplinary understanding of the processes that drive buried steel corrosion. Developing a common lexicon related to buried steel corrosion, generating new data on corrosion through collaborative long-term experiments, sharing and managing data, and developing new data analytical techniques to inform infrastructure design, construction, and management decisions are key. Industries, experts, and regulators should collaboratively develop decision support systems that guide site characterization and help manage risk. These systems and new data should undergird a common clearinghouse for data on corrosion of buried steel, which will ultimately inform better and more efficient management of buried steel infrastructure, and protect safety and the environment.

The handling and processing of radioactive nuclear fuels produced a large volume of low-level nuclear wastes, chemical wastes, and a combination of the two (mixed wastes). These materials have historically been packaged in US Department of Transportation (DOT) approved drums made from low-carbon steel, then handled in one of three ways: (A) Before 1970, the drums were buried in the dry desert soil. It was assumed that chemical and radionuclide mobility would be low and that the isolated, government-owned site would provide sufficient protection for employees and the public. (B) After 1970, the drums containing long-lived transuranic radionuclides were protected from premature failure by stacking them in an ordered array on an asphalt concrete pad in the bottom of a burial trench. The array was then covered with a large, 0.28-mm- (011-in.- ) thick polyethylene tarp and the trench was backfilled with 1.3 m (4 ft) of soil cover. This burial method is referred to as soil-shielded burial . Other configurations were also employed but the soil-shielded burial method contains most of the transuranic drums. (C) Since 1987, US Department of Energy sites have complied with the Resource Conservation and Recovery Act of 1976 (RCRA) regulations. These regulations require mixed waste drums to be stored in RCRA compliant large metal sheds with provisions for monitoring. These sheds are provided with forced ventilation but are not heated or cooled.

Conversely, any product placed in the earth ultimately tends to revert, by deterioration of non metals or corrosion of metals, to their original form as found in nature. As a result, the annual cost to the United States pipeline industry resulting from the protection and replacement of under ground structures due directly to corrosion has been estimated to be in the order of 600 million dollars. In addition, a higher and undeterminable cost results indirectly from corrosion through the loss of products, the loss of life and property by fire and explosion, overdesign of structures, and shutdown of services. This Circular supersedes the National Bureau of Standards Circular 450, issued in 1945, and is a condensed summary of the Bureau's investigations on the corrosion of metals in soils conducted over a period of 45 years. Included are many references to industrial investigations and field experiences related to the Bureau's underground corrosion studies. The aim is to provide a useful reference for the technician who is interested in the theoretical aspects of underground corrosion, and for the engineer who may be interested only in the practical aspects of the methods commonly used for the prevention of corrosion. In interpreting the data reported in the Circular, it should be borne in mind that there are many diverse factors that affect the corrosion of underground structures and that the planning of adequate tests and the proper interpretation of the results are matters of considerable difficulty. Further, much of the subsequently determined phenomena about the causes of corrosion in soils was not generally understood during the organization of' the investigations, and many of the early burial programs were exploratory in nature. Hence, for these reasons, experienced engineers frequently have different interpretations for the same corrosion data. Although a complete under standing of the phenomena of underground corrosion has not yet been attained, the results of the National Bureau of Standards investigations, have been a major contribution to a better under standing of the subject.
