Of all these challenges, the inaccessibility of clean water supply for both the rural and urban populace is the most pressing challenge, which has been exacerbated by extensive pollution and climate change crises. The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support. The chapters in this book present a picture that is not only heterogeneous across the region, but also hold some common denominators. They serve to enrich the discourse and help better understand the barriers along the pathways toward the sustainable and transformative adoption of groundwater irrigation. The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This handbook will be the first to address inward investment in land and its impact on water resources in Africa. Acknowledging the lack of empirical data on poverty impacts of investments in agricultural water management, the Collaborative Program initiated case studies throughout Sub-Saharan Africa. Eight case studies on ‘Agricultural Water Development for Poverty Reduction in Eastern and Southern Africa’, for which the field research was conducted in 2003/2004, were supported by IFAD (Peacock,2005). Further, the African Development Bank supported three case studies in West Africa in 2004, two by Kamara et al. (2004), and one by Babatunde Omilola (2005). Part two synthesizes the empirical findings of these case studies.

Poor both in natural resources and in assets and income, the inhabitants of drylands are highly vulnerable to droughts and other shocks. Despite a long history of interventions by governments, development agencies, and civil society organizations, there have been no sustained large-scale successes toward improving the resilience of drylands dwellers. Improved Agricultural Water Management for Africa’s Drylands describes the extent to which agricultural water management interventions in dryland regions of Sub-Saharan Africa can enhance the resilience and improve the well-being of the people living in those regions, proposes what can realistically be done to promote improved agricultural water management, and sets out how stakeholders can make those improvements. After reviewing the current status of irrigation and agricultural water management in the drylands, the authors discuss technical, economic, and institutional challenges to expanding irrigation. A model developed at the International Food Policy Research Institute is used to project the potential for irrigation development in the Sahel Region and the Horn of Africa. The modeling results show that irrigation development in the drylands can reduce vulnerability and improve the resilience of hundreds of thousands of farming households, but rainfed agriculture will continue to dominate for the foreseeable future. Fortunately, many soil and water conservation practices that can improve the productivity and ensure the sustainability of rainfed cropping systems are available. The purpose of this book is to demonstrate the potentially highly benefi cial role of water and water management in drylands agriculture in association with agronomic improvements, market growth, and infrastructure development, and to assess the technological and socioeconomic conditions and institutional policy frameworks that can remove barriers to adoption and allow wide-scale take-up of improved agricultural water management in the dryland regions of Sub-Saharan Africa.
