Book excerpt: Over the past five years, GAO has found potential overlap or duplication in DOD weapon system investments. Overlap occurs when multiple agencies or programs are engaged in similar activities. Duplication occurs when two or more agencies or programs are engaged in the same activities. Senate Report 113-44 accompanying the fiscal year 2014 National Defense Authorization Act mandated that GAO examine the military services' ground radar and air-to-ground precision guided munitions programs for potential duplication. Ground radars are sensors used to detect and track targets, and precision guided munitions are weapons intended to accurately engage and destroy enemy targets. This report examines the extent to which potential overlap or duplication exists across the military services' (1) ground radar and (2) air-to-ground precision guided munitions programs. GAO analyzed program documentation on system performance requirements and capabilities and interviewed DOD officials about potential duplication.

This book was released on 2015-11-06 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the long development of precision guided bombs to show that the accuracy attained in Desert Storm was an evolution not a revolution in aerial warfare. This evolution continues and gives offensive airpower the advantage over the defense. Guided bomb development started during World War One with the “aerial torpedo”. During World War Two the German Fritz X and Hs-293 were visually guided bombs and both experienced success against allied shipping. The Army Air Corps also developed a wide variety of TV, heat, radar, and visually guided bombs. The visually guided AZON was successful in Burma and the radar guided Bat was successful against Japanese ships. During the Korean War visually guided RAZON and TARZON bombs had some success. In Vietnam the Paveway I laser-guided bombs and Walleye TV-guided bombs were successful on a much broader scale. Paveway II and III, Walleye II, and GBU-15s were developed and successfully combat tested throughout the 1970s and 1980s. When Desert Storm initiated in 1991 there were very few guided weapons that had not been extensively tested on training ranges and in combat. The precision demonstrated to the World during Desert Storm started evolving when airpower was first envisioned as a new dimension for conducting war, and was far from a revolution. Now, the continued development of imaging infrared, laser radar, synthetic aperture radar, and millimeter wave radar autonomous seekers further increases the flexibility, range, and effectiveness of guided bombs.

Book excerpt: Underground facilities are used extensively by many nations to conceal and protect strategic military functions and weapons' stockpiles. Because of their depth and hardened status, however, many of these strategic hard and deeply buried targets could only be put at risk by conventional or nuclear earth penetrating weapons (EPW). Recently, an engineering feasibility study, the robust nuclear earth penetrator program, was started by DOE and DOD to determine if a more effective EPW could be designed using major components of existing nuclear weapons. This activity has created some controversy about, among other things, the level of collateral damage that would ensue if such a weapon were used. To help clarify this issue, the Congress, in P.L. 107-314, directed the Secretary of Defense to request from the NRC a study of the anticipated health and environmental effects of nuclear earth-penetrators and other weapons and the effect of both conventional and nuclear weapons against the storage of biological and chemical weapons. This report provides the results of those analyses. Based on detailed numerical calculations, the report presents a series of findings comparing the effectiveness and expected collateral damage of nuclear EPW and surface nuclear weapons under a variety of conditions.

Book excerpt: "Dr. David R. Mets[alpha]s The Long Search for a Surgical Strike: Precision Munitions and the Revolution in Military Affairs is a broad, thought-provoking examination of the relationship between the advancement in conventional weapons guidance technology and the [beta]revolution in military affairs[gamma] (RMA). He defines an RMA as a rapid change in military technology, doctrine, and organization leading to a sweeping new way that wars are fought. Dr. Mets then considers whether the improvement in conventional air weapons accuracy since World War II is the foundation, the main pillar, one of the principal supports, or is irrelevant to the RMA2which is said to be afoot. Clearly, the air theorists of the 1920s were fully persuaded that indeed a revolution was afoot. Equally clearly, the visions of Giulio Douhet, William [beta]Billy[gamma] Mitchell, and the Air Corps Tactical School were no more than partially fulfilled in World War II. Dr. Mets also explores the degree to which the shortcomings of aerial weapons were responsible for the denial of their visions and the degree to which those inadequacies were overcome in the conflicts that followed. He closes with an estimate as to whether their dreams of a revolution are about to be ful-filled."--Forward.

Following an introduction to guided missiles and nuclear physics, basic principles and theories are discussed with a background of the factors affecting missile flight, airframes, missile propulsion systems, control components and systems, missile guidance, guided missile ships and systems, nuclear weapons, and atomic warfare defense. In the area of missile guidance, further explanations are made of command guidance, beam-rider methods, homing systems, preset guidance, and navigational guidance systems. Effects of nuclear weapons are also described in categories of air, surface, subsurface, underwater, underground, and high-altitude bursts as well as various kinds of damages and injuries. Besides illustrations for explanation purposes, a table of atomic weights and a glossary of general terms are provided in the appendices.

Book excerpt: "Much of [this book] is devoted to a basic discussion of how stealth works and why it is effective in reducing the number of shots taken by defensive systems. Treat this little primer as a stepping off point for discovering more of the complexities of low observability. ... [This book] should also shed light on why complex technologies like stealth cost money to field. The quest for stealth is ongoing... In fact, stealth aircraft will have to work harder than ever. The major difference from 1998 to 2010 is that defense plans no longer envision an all-stealth fleet. ... The radar game of 2020 and 2030 will feature a lot of assists and the tactics that go along with that."--P. 7.
