Available in PDF, EPUB and Kindle. Book excerpt: The Western Balkan countries have been both a popular subject matter for diachronic analysis and a 1990s favorite. The significant changes that followed the most recent times of conflict in the region mostly evolve around the process of Europeanization. Despite the plethora of analyses, most approaches to the Western Balkans suffer from theoretical stagnancy, ex parte political practice, and detachment of politics from societal needs. This volume is the work of a team of theorists and practitioners who attempt a multidisciplinary approach to Western Balkans reality. An Agenda for the Western Balkans offers a critical view on issues that have been over-analyzed in mainstream terms and opens a discussion that will occupy researchers and practitioners for years to come. It addresses novel topics and engages in innovative approaches that cut across disciplines of social sciences (political science, international relations, sociology, historiography, geography, political economy) and levels of analysis (local, national, regional, European, global). This collection is a pioneer theoretical and practical guide towards a sustainable future for the Western Balkans.

Book excerpt: The European Union is a leading force in combatting climate change and environmental degradation, in Europe and in the world. A key priority of the EU is delivering the European Green Deal, which has set the blueprint for transforming the EU into a modern, resource efficient and competitive economy. The European Green Deal sets out a detailed vision to make Europe the first climate-neutral continent by 2050, safeguard biodiversity, establish a circular economy and eliminate pollution, while boosting the competitiveness of European industry and ensuring a just transition for the regions and workers affected. Eurostat is supporting the efforts for delivering on the European Green Deal, and has recently launched a dashboard with 'Statistics for the European Green Deal', interactively presenting key developments in a wide range of policy areas concerned by the European Green Deal. These factsheets on Statistics for a green future on the Western Balkans and Turkey - 2022 edition present series of statistical data relevant to the European Green Deal policy areas on the Western Balkans and Turkey and compares them with EU data. The Western Balkans consists of Montenegro, North Macedonia, Albania, Serbia, Bosnia and Herzegovina and Kosovo. All of them, as well as Turkey, have a perspective to accede to the European Union and hence are also called 'enlargement countries'. In 2021, The European Union developed with the Western Balkans a forward-looking Agenda on Innovation, Research, Education, Culture, Youth and Sport. One of the key elements of the thematic agenda is "promoting the implementation of the EU Green Deal in the Western Balkans". With data up to and including the year 2021, this publication contains indicators from various domains such as organic farming, generation of waste, renewable energy, energy production and consumption, greenhouse gas emissions and number of cars per person.

Book excerpt: Accurate and complete environmental information is at the basis of any effective sustainable development policy. This report summarises for the first time the status of air, climate, water and soil in the Western Balkans (WB), describing current knowledge as of 2021 and gaps with respect to the EU aquis in order to: a) benchmark the progress during the accession process, and b) support the implementation of the Green Agenda for the WB with particular reference to depollution and decarbonisation priorities. This information is also relevant for the EU Green Deal zero pollution ambition, as depollution in WB also reduces pollutant levels in neighbouring EU Member States. Despite significant improvements in the alignment of the climate and GHG emissions monitoring and reporting legislation and the good progress in the areas of air and water pollution in the latest two years, the EU aquis implementation is still lagging. The overall WB air quality situation is still critical and the pollution trend is often upwards, despite PM10 and PM2.5 concentration have decreased in certain areas. Due to its dominant impact on mortality, PM2.5 can be considered the main pollutant to target in the WB. The energy sector, in particular coal-fuelled power plants, is the major source of SO2 and CO2 emissions and an important source of other pollutants. It offers a concrete opportunity for co-benefits between air quality and climate policies. The increase in intensity and frequency of summer heatwaves in the latest decades is an indicator of climate change in the WB and the need to design appropriate adaptation plans to cope with it. The status of waterbodies in the WB can generally be assessed as unsatisfactory. In the case of chemical status, 45% of waterbodies assessed failed to reach good status, while in the ecological assessment 54% failed to reach good status. Case studies on antibiotic resistance, as well as effect-based studies on mixtures of pollutants confirmed that aquatic ecosystems, particularly large fluvial rivers, are under considerable anthropogenic pressure. Soil degradation is prevalent and extensive throughout the WB region. Soil erosion is the most relevant degradation process followed by soil pollution. Unsustainable land management practices and natural causes of soil degradation in the region are interlinked. In order to make progress in the implementation of the environmental legislation it is necessary to improve the integration of the environmental measures into key sectorial policies (e.g. energy production, energy efficiency, industry, transport). This principle is reflected in the Green Agenda for the WB and the new EU Soil Strategy. Due to the relatively small area of the WB and the interconnections between ecosystems across and beyond the region, strengthening regional and international cooperation is essential to involve all the relevant actors and stakeholders in the design and implementation of environmental policies.

Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.

Book excerpt: Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.

Book excerpt: ?This book maps the latest developments in the policy relevant analysis on poverty, inclusion and the social agenda in the Western Balkans. It does so by presenting a selection of recent papers which explore from a methodological and analytical point of view how the inclusion agenda can be monitored and adapted to understand the challenges in the region. The volume includes an overview and four sections, covering respectively: (1) innovations in terms of measurement of poverty and inclusion in the region (the concept of inclusion as elaborated at the EU level, innovations in survey design to suit the measurement of inclusion, methodological insights from qualitative work); (2) innovative country level analysis (updating poverty mapping in inter-censual years, the analysis of material deprivation, the analysis of determinants of social inclusion, subjective wellbeing of public work programs participants); (3) examples of country level analysis of drivers of exclusion (barriers to formalization in the labour market, gender disparities in the labour market, disruption in social networks following urbanizations, attitudes towards multi-ethnic states); (4) building inclusive safety nets (an assessment of safety nets in the region, the political economy of welfare reform, micro-simulations of social assistance reform, the adoption of better tools to improve targeting performance). The chapters combine sophisticated techniques which are at the frontiers of poverty analysis (small area estimation, efficiency analysis applied to household welfare, micro-simulations) with less ground-breaking papers which take advantage of innovative datasets or perspectives deeply grounded in the policy dialogue in the countries of the region. By providing a wide spectrum of innovative and policy relevant analytical contributions this book will be of broader interest than for observers of the region. ?"

This book was released on 2024-06-26 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: Inclusive and sustainable economic growth in the six Western Balkan (WB6) economies depends on greater economic competitiveness. Although the gap is closing gradually, the standards of living in WB6 are well below those of the OECD and EU. Accelerating the rate of socio-economic convergence will require a holistic and growth oriented approach to policy making. This is the fourth study of the region (formerly under the title 'Competitiveness in South East Europe') and it comprehensively assesses policy reforms in the WB6 economies across 15 policy areas key to strengthening their competitiveness. It enables WB6 economies to compare economic performance against regional peers, as well as EU-OECD good practices and standards, and to design future policies based on rich evidence and actionable policy recommendations. The regional profile presents assessment findings across five policy clusters crucial to accelerating socio-economic convergence of the WB6 by fostering regional co-operation: business environment, skills, infrastructure and connectivity, digital transformation and greening. Economy-specific profiles complement the regional assessment, offering each WB6 economy an in-depth analysis of their policies supporting competitiveness. They also track the implementation of the previous 2021 study's recommendations and provide additional ones tailored to the economies’ evolving challenges. These recommendations aim to inform structural economic reforms and facilitate the region’s socio-economic convergence towards the standards of the EU and OECD.
