Book excerpt: The Greek paradox of falling wages that do not lead to increased exports can be reconciled with standard economic theory, once a number of facts are taken into account. Actually, exports of goods that have not been facing the additional adverse effect of highly increased after tax energy prices for industrial users have been increasing steadily during the crisis. In addition, once the collapse of the economy was well under way, labour market reforms in Greece introduced flexibility that stabilized employment, especially among SME's. At the same time in spite of modest product market reforms the increasing distortions of a tax system that overtaxes honest productive individuals and businesses, which are by definition more likely to be engaged in businesses that offer higher value tradable goods, further undermined growth and export prospects. Finally, real interest rates on corporate loans, wages and the efficiency of product markets are found to have an important impact on manufacturing employment. Product market reforms and reducing uncertainty thus emerge as key policy priorities if the increase in employment, export performance and wages are a desired policy priority.

Book excerpt: The Rebirth of the Greek Labor Market provides evidence of the macroeconomic evolution of the Greek economy, as well as current conditions in the labor market, to suggest potential areas of growth following the crisis. The contributors of this collection focus on three main issues that make the overall volume distinctive. Firstly, the authors develop a macro-econometric model for the Greek economy, which is flexible in terms of policy analysis and provides reasonable forecasts for the period between 2014-2020, under three scenarios. Secondly, the authors analyze the dynamism in the Greek economy, as well as the problematic Greek labor market. Lastly, using the estimations provided by the macro-econometric model developed, an input-output analysis is conducted - for every one of the three scenarios - in order to investigate and quantify the impact of the economic crisis, not only to the total employment but also in the number of employees by occupation, for all productive sectors of the economy. Book excerpt: Following the gains of Greek non-fuel goods export market shares in the period 2005-2008, a continuous decline was recorded in the period 2009-2015, with their recovery starting in 2016. In this paper, we decompose the changes in the Greek export market shares during the pre- and postcrisis periods by employing the constant market share analysis framework. Our results indicate that the pre-crisis market share gains can be attributed to the strong positive effect stemming from the geographical distribution of exports, fuelled by the strong trade growth in Greece's main export markets (i.e. the euro area and Southeast Europe). The effect of the product composition of exports was almost neutral, while the competitiveness effect eroded more than half of the gains in the structure effect. In 2009-2018, the Greek export market share posted a decline that was mainly driven by the adverse competitiveness effect. The analysis of the last period (2016- 2018) indicates a number of important findings. The adverse competitiveness effect is diminishing; the structure effect turns from negative in 2009-2012 to positive in 2016-2018, driven mainly by the geographical distribution effect and secondarily by the product composition effect. However, despite the recent recovery, the market shares have not yet reached their 2008 levels.

However, this reduction was achieved exclusively through import compression while exports fell over that period, thereby worsening the economic crisis. This chapter studies Greece's export underperformance in comparison to Ireland, Portugal and Spain as well as Greece's own pre-crisis experience. The main findings are that (1) given past performance, Greece's exports should have increased by 25%, rather than drop by 5% between 2007 and 2012; (2) labor markets have adjusted to the new economic environment; (3) product markets did not adjust, hindering the recovery of competitiveness; (4) export underperformance is responsible for a third of the decline in GDP since 2007. We find that the business environment and firm size distribution in Greece are also hindering the necessary adjustment.

Book excerpt: South Asia has grown rapidly with significant reductions in poverty, but it has not been able to match the fast-growing working age population, leading to lingering concerns about jobless growth and poor job quality. Could export growth in South Asia result in better labor market outcomes? The answer is yes, according to our study, which rigorously estimates—using a new methodology—the potential impact from higher South Asian exports per worker on wages and employment over a 10-year period. Our study shows the positive side of trade. It finds that increasing exports per worker would result in higher wages—mainly for better-off groups, like more educated workers, males, and more-experienced workers—although less-skilled workers would see the largest reduction in informality. How can the benefits be spread more widely? Our study suggests that scaling up exports in labor-intensive industries could significantly lower informality for groups like rural and less-educated workers in the region. Also, increasing skills, and participation of women and young workers in the labor force could make an even bigger dent in informal employment. The region could achieve these gains by: (i) boosting and connecting exports to people (e.g., removing trade barriers and investment in infrastructure); (ii) eliminating distortions in production (e.g., by more efficient allocation of inputs); and (iii) protecting workers (e.g., by investing in education and skills).
