This is an examination of the modern governorship of the last four decades: the administrations of Governor John Connally through Governor George W. Bush. John Connally began the transformation of the governorship (and Texas) into greater national prominence. He passed tax bills that increased expenditures, arguing successfully that higher education and other needs of the State were investments in the future, not mere costs. Preston Smith reverted to a parochial style of leadership, funding pet projects for various districts, while punishing others by withholding funds. He failed to capitalize on the leadership opportunities created by Connally for advancing all areas of Texas. Dolph Briscoe took office after the much-publicized Sharpstown scandal drove the top three Texas officeholders and half the members of the House of Representatives from office. Texans wanted, and got, an outsider with clean hands and moral standards that were above reproach. They also thereby got a "do-nothing" governor. Bill Clements, the first Republican governor elected since Reconstruction, did much to build the new Republican party. He was an activist governor whose businesslike approach was welcomed following the Smith and Briscoe administrations. Mark White, a capable, articulate, attractive young governor, had everything going for him---except the economy. The oil-dependent economy of Texas saw plummeting oil prices. Despite this setback, White brought about significant reforms in public education. Ann Richards, a liberal elected in a conservative state, enjoyed high popularity in Texas and nationwide. Her "new Texas" initiative ensured that the composition of State boards and commissions more accurately reflected the various constituencies in Texas. George W. Bush had a focused program with significant, targeted goals. He achieved each one. No other governor since Connally had been more successful in bringing together business, education, and other groups to support initiatives.

Now, in an analysis of the Texas governorship by Fred Gantt, Jr., the reader learns why Governor Sayers' remark remains true many years after it was uttered: the office has come to be so demanding that the reader may ask why anyone would want it. Price Daniel described a typical day: "The governor's job is a night-and-day job; I usually get up in the morning about seven and start answering the telephone, and then look over the mail that has come in late the day before. I sign mail before going over to the office and then have interviews most of the day. . . . In the evening at the Mansion I take calls and messages until late in the night." The Chief Executive in Texas is much more than a book full of interesting facts: It is a discerning political commentary built on a broad historical foundation that places events and persons in a perspective perhaps not previously considered by the reader. The office of chief executive in other states also is explored, as well as the decline and rise of executive power as it has been limited in various constitutions in Texas and as it has developed through custom. The account of the governor's relationship with the Legislature is historically valuable. Especially interesting to many readers will be the discussions of the political roles of individual Texas governors, whose ranks include "Ma" and "Pa" Ferguson and "Pappy" O'Daniel. These studies are personally revealing, and they attest that polities in Texas apparently can never be dull.

The governors are in charge of the day-to-day administration of the states. Until the 1970s women governors were a rare commodity in the United States. Nearly all the elected governors up until the 1970s were men. United States did not elect any female governors in their own rights until the 1970s. Although the first two female governors, Mrs Nellie Tayloe Ross of Wyoming and Mrs Miriam A. Ferguson of Texas were elected on November 4, 1924, it was only out of sympathy for their affected husbands or due to their husbands influence as former governors rather than on merit. Both preceded in office by their late husbands; William Ross had served as governor of Wyoming from 1923 to 1924, and James Edward Furguson had served as the 29th governor of Texas from January 19, 1915 to August 25, 1917. Arizona is the first state where a female followed another female as governor. Arizona also has had the most female governors with a total of three (as of January 2010). As of December 6, 2006, when Sarah Palin was inaugurated as the first female governor of Alaska, a record nine women had been elected in their own rights and were serving as the chief executive of their states. Today, some 15 percent of state governors are women. At least twenty-nine women (as of 2010) have served as the governor of an American state. This book lists all the individual governors of each of the 50 states from 1776 (or since statehood) to 2009 and highlights on the powers and limitations of the individual governors of all the 50 states.
