Book excerpt: The General Services Administration (GSA) awarded a contract for a Governmentwide Commercial Credit Card Service to Rocky Mountain BankCard System, Inc. (RMBCS). The contract provides, at the request of Federal ordering agencies, Governmentwide commercial purchase cards and associated services for civilian and military Government employees to make purchases for official Government use. The policy of NRaD is to use the Governmentwide Commercial Purchase Card for purchases under $2,500. The Purchase Branch, Code 02221, shall manage the Governmentwide Commercial Purchase Card Service on all operating units to ensure that all transactions comply with these procedures, NAVSUPINST 4200.91 series, and any other applicable internal regulations. Under the Acquisition Reform Act of 1994, a micro-purchase is an acquisition of commercially- available supplies, the aggregate amount of which does not exceed $2,500. Providing the Governmentwide Commercial Purchase Card to agencies simplifies the small purchasing process and improves cash management practices. The Credit Card achieves this in the following ways: * Within existing Federal Acquisition Regulations (FAR), streamlines payment procedures and reduces administrative costs for acquisition of supplies under $2,500. NRaD limitation per transaction is $2,500. * Improves Government cash management practices (e.g., forecasting, consolidating payments, reducing imprest fund, etc.). * Provides procedural checks and feedback to improve management controls and decision making.

GAO used statistical sampling to systematically test internal controls and data mining procedures to identify fraudulent, improper, and abusive activity. GAO's work was not designed to determine the overall extent of fraudulent, improper, or abusive transactions. To reduce fraud, waste, and abuse governmentwide, GAO made 13 recommendations to the Office of Management and Budget (OMB) and the General Services Administration (GSA) to instruct agencies to strengthen purchase card controls in the areas of convenience checks and property, and impose financial liability for unauthorized purchases, among other things. Book excerpt: For fiscal year 2014, the most recently available data at the time of GAO's review, the federal government spent $8.7 billion in micropurchases using purchase cards. In its last government-wide review of the program in 2008, GAO found that internal control weaknesses in agency purchase card programs left the government vulnerable to fraud, waste, and abuse. GAO was asked to review purchase card micropurchases to determine whether weaknesses still exist. GAO examined (1) what actions GSA and OMB have taken since 2008 to enhance program controls over micropurchases and (2) whether weaknesses exist in the approval process for them and, if so, whether there are indicators of improper or potentially fraudulent purchases. GAO analyzed purchase card policies and guidance issued by OMB and GSA; obtained purchase card data on fiscal year 2014 transactions; tested three elements of the approval process through a generalizable random, stratified sample of 300 transactions from a population of over 17 million across the government; and conducted targeted data mining for improper or potentially fraudulent purchases.

Book excerpt: The Department of Veterans Affairs (VA) Office of Inspector General (OIG) has continued to identify significant vulnerabilities in the department's use of government purchase cards. Over the years, the OIG has identified internal control weaknesses that resulted in instances of fraud and numerous improper and questionable uses of purchase cards. The OIG has made a number of recommendations for corrective action. Given that VA is the second largest user of the governmentwide purchase card program, with reported purchases totaling $1.5 billion for fiscal year 2002, and because of the program weaknesses reported by the OIG, GAO was asked to determine whether existing controls at the Veterans Health Administration (VHA) were designed to provide reasonable assurance that improper purchases would be prevented or detected in the normal course of business, purchase card and convenience check expenditures were made in compliance with applicable laws and regulations, and purchases were made for a reasonable cost and a valid government need. GAO's report on this issue, released concurrently with this testimony, makes 36 recommendations to strengthen internal controls and compliance in VHA's purchase card program to reduce its vulnerability to improper, wasteful, and questionable purchases.

Book excerpt: The rapidly developing Government wide Commercial Purchase Card (GCPC) Program primarily affects commercial procurements valued at $2,500 or less, which comprise more than 90 percent of all acquisition transactions. It is considered a major contributor to streamlining the procurement process. The program is efficient, but little research has been done on its effectiveness. This thesis analyzed the Navy/Marine Corps Purchase Card Program by modeling the purchasing process, then determining if the program goals of customer satisfaction, rotating orders among vendors, and obtaining products and services at a fair and reasonable price were effectively achieved or whether goal conflicts in any way hindered full implementation of the program. Specifically, measurements were collected on goal achievement and goal congruence at the installation level using the Naval Postgraduate School (NPS) as an example. The NPS program was effective in achieving strategic goals. While end-users anticipated a potential problem meeting the goal of vendor rotation while also achieving customer satisfaction and a fair and reasonable price, there was actually no significant problem found in achieving all three goals. There was fundamental goal congruence. The methodology presented could be used for further research, potentially streamlining the program for other installations by determining the effectiveness of goal achievement.

Book excerpt: This audit report is one in a series of reports that documents satisfaction of the requirements in section 1007 of the FY 2003 National Defense Authorization Act that the Department of Defense Inspector General perform periodic audits of purchase card usage. The Government-wide commercial purchase card program was created to provide an efficient means for Government agencies to purchase goods and services directly from vendors. In FY 2003, $7.1 billion in goods and services was purchased using the purchase card program. During the first 6 months of FY 2003, about $34 million in goods and services was purchased using convenience checks.
