It is an interesting industry to study because it's infant growth has been directed and fostered by government regulation and subsidy. Within twelve years after its birth it had reached the stage of comprehensive federal regulation which the railroads had reached only after approximately eighty years. Even during those first twelve years Congress made continual legislative efforts to aid and control the development of the industry. It has been shaped perhaps more by the hand of the government than by the "invisible hand" of competition. Federal regulation of the air lines has been easier to establish than regulation of some other common carriers, first, because of the inherently interstate nature of air carriers. To gain an advantage over other forms of transportation air lines have had to operate long distances from the beginning. States have had little opportunity to establish controls that would conflict with those of the federal government. Second, the federal government has done mch of its regulation of air lines through the postal service. Third, the aeroplane and the domestic air system have rapidly become important for the national defence and have therefore been of interest to the government. Last, and more important, the ai lines have grown up in an era which other common carriers have already been regulated, when regulation by the commission has become more accepted, more understood, and more expert.

This study by Steven Morrison and Clifford Winston analyzes the effects of deregulation on both travelers and the airline industry. The authors find that lower fares and better service have netted travelers some $6 billion in annual benefits, while airline earnings have increased by $2.5 billion a year. Morrison and Winston expect still greater benefits once the industry has had time to adjust its capital structure to the unregulated marketplace, and they recommend specific public polices to ensure healthy competition.
