Book excerpt: In this timely study, the author examines the historical approach to race and diversity and suggests that equality strategies have been a vital, but limited, means of addressing discrimination and community tensions. Community Cohesion, it argues, offers a new framework to break down the barriers between different communities and understand the more fundamental causes of racism and the 'fear of difference'. Concepts of multiculturalism, identity and citizenship are also reviewed and the developing practice of community cohesion is described.

Available in PDF, EPUB and Kindle. Book excerpt: This book comprises a selection of articles published, mainly in peer-reviewed academic journals, together with a small number of documents prepared for policy makers within the Catholic education sector in England and Wales. The texts have been reprinted almost entirely as originally published, but with some minor editing to avoid unnecessary duplication. The papers are grouped into four sections. The first is concerned with the context of state maintained Catholic schools. The second explores research into the academic performance of Catholic schools prior to 1995. The third provides data on pupils’ academic and social outcomes, together with comparative studies of teachers and leadership of Catholic schools. The fourth section contains briefing papers about various aspects of state maintained Catholic education.

Book excerpt: The existence of state-supported Catholic and other faith-based schools in the UK has become a matter of controversy in recent years, as the previously tolerant acceptance of their role in the English educational system has come under attack. This book seeks to explain to both proponents and sceptics of religiously based educational provision how the maintained Catholic sector originated, what it seeks to do and its contribution to society. It describes the Church’s understanding of the primacy of parents in the education of their children and the limits of the state’s legitimate role. The book will be of value to anyone interested in understanding Catholic schools, those who send their children to them, and those who are working and teaching in them – or aspire to do so.

Book excerpt: Public spaces are a fundamental feature of where we live, representing sites of sociability and acting as a perceived measure of the quality of urban life. The rejuvenation of public spaces is also a key policy concern. This report draws on qualitative research in a multi-ethnic area of East London to consider the social value of spaces. As well as green spaces, the study looks at everyday spaces not usually highlighted in research or policy. It considers spaces along with place attachment, and explores the different types of social encounter spaces afford and analyses relationships between ethnicity and public space, and reflects upon the potential of spaces for fostering inter-ethnic understanding. It investigates links between different public spaces and well-being and discusses social and symbolic aspects of places and highlights a market which encapsulates many of the valued features of public space, shows how regeneration proposals raised 'public space consciousness' and addresses policy implications. By providing a significant contribution to current debates around links between public spaces, social relations and well-being, the findings have particular implications for 'Cleaner, Safer, Greener', 'Community Cohesion', 'Sustainable Communities' and 'Choosing Health' policies. The study will be of interest to policy makers, practitioners and academics in public space, regeneration, community cohesion and community involvement, as well as those with an interest in well being.

Available in PDF, EPUB and Kindle. Book excerpt: The Committee for Standards in Public Life felt that the time was right to undertake a review of the key lessons that have been learnt since the Nolan Committee's first report (ISBN 9780101285025) was published in 1995 about how to improve ethical standards in public life - to stand back and reflect on what has been achieved and what still needs to be done. The report argues that much of the basic infrastructure to improve standards is now in place. Statements of key principles and codes of conduct have been adopted by most public bodies, new regulators have been created or had their existing remits clarified, and awareness of principles such as integrity, accountability and openness has increased considerably. The Committee believes standards of behaviour in many areas of public life have improved. But the Committee finds it disturbing that concerns continue to be raised about the integrity of so many of the country's key institutions or those within them; and the evidence of the last few years and months suggests that there is still much to do before the high standards in public life to which we all aspire are fully internalised in the cultures of all our public institutions. The report concludes that the need now is not for more principles, codes or regulators but rather for the existing arrangements to be more consistently and actively implemented.

Book excerpt: The government proposes to give local authorities more freedom and powers to meet the needs of their citizens and communities. Local authorities will be encouraged to develop neighbourhood charters setting out local standards and priorities; to manage services at the level of the neighbourhood; to work more closely with neighbourhood policing teams. Local people will receive more information about services and standards, and will be able to question and get a response from local councilors through a new service, Community Call for Action. Executive power will be invested in the leader of the council, and there will be three choices of leadership model: a directly elected mayor, a directly elected executive of councillors, or a leader elected by fellow councillors with a four year mandate. New training opportunities will be provided for councillors. The making of byelaws will be fully devolved to local authorities. The authorities will be encouraged to bring together local partners to help improve services, and to develop a delivery plan - the Local Area Agreement - setting out a single set of priorities for local partners, for the Sustainable Community Strategy that they are already required to prepare. The performance framework for local government will be simplified: there will be about 35 priorities for each area, with a set of some 200 outcome based indicators replacing the many hundreds of indicators currently required by central government. Ambitious efficiency gains will be required as part of the 2007 comprehensive spending review. The second volume shows how these proposals will apply to major local public service areas and cross-cutting issues: community safety; health and well-being; vulnerable people; children and families; climate change; and economic development, housing and planning.

Available in PDF, EPUB and Kindle. Book excerpt: Spatial planning, strongly advocated by government and the profession, is intended to be more holistic, more strategic, more inclusive, more integrative and more attuned to sustainable development than previous approaches. In what the authors refer to as the New Spatial Planning, there is a fairly rapidly evolving maturity and sophistication in how strategies are developed and produced. Crucially, the authors argue that the reworked boundaries of spatial planning means that to understand it we need to look as much outside the formal system of practices of ‘planning’ as within it. Using a rich empirical resource base, this book takes a critical look at recent practices to see whether the new spatial planning is having the kinds of impacts its advocates would wish. Contributing to theoretical debates in planning, state restructuring and governance, it also outlines and critiques the contemporary practice of spatial planning. This book will have a place on the shelves of researchers and students interested in urban/regional studies, politics and planning studies.
