The Ministry needs to implement its Spending Review settlement on the basis of a full understanding of the cost and value of its services, so that financial cuts are best targeted to minimise the impact on frontline services. The Ministry and its arm's length bodies currently lack the detailed information they would need to do this. A comprehensive understanding of the costs and value of services must be a priority. For its arm's length bodies, having a clear direction, the details of which are formally agreed by both parties, is essential as is strong leadership and a shared sense of purpose. The Ministry now needs to oversee the performance of its arm's length bodies, such as framework documents, operational reviews, and accountability meetings. Fee recovery and fines collection have to be priority areas for improvement and the need to improve recovery rates where it does not currently recover the full cost of services provided. On fines collection, there was little sign of the sustained improvement promised when the Committee last took evidence in 2006.

Book excerpt: Central government and local authorities spent £800 million in 2009-10 dealing with youth crime, primarily through the Youth Justice Board nationally and Youth Offending Teams locally. The National Audit Office has estimated that the total costs to the UK economy of offending by young people could be up to £11 billion a year. In recent years, the Youth Justice Board has been effective in leading reform within the youth justice system and diverting resources to the offenders most at risk of committing future crimes. Since 2000 youth custody has fallen during a period when the number of adults in custody has continued to rise. This is a noteworthy achievement in which the Board has played a central part. Some areas of difficulty remain, however, particularly with more serious offenders. Dealing with these offenders is difficult, but it has been made more so by poor quality assessments and sentence planning in one third of cases, together with a lack of research into the relative effectiveness of different programmes. Following the 2010 Comprehensive Spending Review, the Ministry of Justice decided to abolish the Youth Justice Board, though it did not take into account the Board's performance in making this decision. Such reorganisation could impact on building on the progress achieved to date. Following the abolition, it will be the role of the Ministry to maintain the successes that the Board has achieved in its oversight of the youth justice system, and to address effectively areas where more needs to be done.

It also fails to take up the Committee's recommendation that political appointments such as the UK's EU Commissioner, or Ambassadors or High Commissioners appointed from outside the career diplomatic service should be subject to pre appointment scrutiny. The June 2012 Cabinet Office guidance has been issued without any further reference to the committee and its recommendations, and the Committee's own draft guidance is more or less ignored.

The MoD rightly puts a strong emphasis on ensuring troops get the supplies they need. Equally, providing an efficient supply chain would release resources for the front line. The Committee believes there should be greater emphasis on securing value for money and that there is room for it to find efficiencies in the supply chain without jeopardising operational effectiveness. Previous reports have identified persistent problems with late deliveries, unnecessary costs and missed targets. At present, the MoD does not have the information to identify where savings could be made. It does not know the full costs of its current activities or the cost of alternative supply options. The failure to collect basic data about where supplies are stored has directly contributed to the MoD accounts being qualified for three consecutive years. The MoD is now seeking to resolve these information problems through a major initiative known as the Future Logistics Information Services project, expected to be implemented by 2014. Until then, the Department will continue to store data in systems that are at critical risk of failure. It is vital that the MOD sustains its programme in order to secure value for money. Measures which could improve the efficiency of supply operations include putting more pressure on suppliers to deliver on time, keeping stocks at lower levels to reduce the risk of them deteriorating, and benchmarking performance against relevant comparators such as other armed forces.

The Committee is interested in the implications for accountability of two recent developments: the governance reforms which include Ministers chairing departmental boards and greater non-executive involvement in those boards; and the reform and localism proposals which envisage a significant devolution of responsibility for service delivery to a wide range of new bodies, in some cases independent of both central and local government. The reform and localism proposals raised fundamental points about the current model of accountability which the report explores. In practice government has long chosen to discharge accountability through the senior civil servant in each department, the Accounting Officer. Government vests in each Accounting Officer a direct and personal accountability to Parliament for his or her department's stewardship of public funds. While significant sums are spent locally, local taxes account for just 5% of revenue raised and so the overwhelming majority of public spending in the UK is routed through departments and is the responsibility of the departmental Accounting Officer. Parliament vests responsibility in the Public Accounts Committee to hold Accounting Officers accountable on its behalf. Sir Bob Kerslake has been appointed to review how the policy objectives of the reform and localism agenda might be reconciled with the current accountability model based on the Accounting Officer. The Committee sets out its fundamental elements for an effective accountability model.

The proposals are intended to transform the NHS in England into a highly devolved, market-based model in which local commissioners and providers of health services are freed from central control, with an increased say for local authorities, patients and the public. Whilst the reforms could complement the imperative of achieving £20 billion efficiency gains by 2014/15, the reorganisation presents an additional challenge for the NHS. The health reforms are still at an early stage and key questions have yet to be addressed. It is vital that the Department creates robust accountability structures so that Parliament and the public can properly follow the taxpayers' pound and hold those responsible to account. The Committee is concerned that the Department has not yet developed a high quality risk management protocol for either the commissioning or providing bodies. The Department acknowledges that some health trusts and some GP practices have some way to go to achieve foundation trust status or become commissioning consortia. The Department must have effective systems in place to deal with failure so that whatever happens, the interests of both patients and taxpayers are protected. This report provides an overview of aspects of the reforms where Parliament requires clarification and draws out a number of risks associated with the transition to the new model that need to be managed.
