Book excerpt: "Leading the way describes how the men and women of Air Force civil engineering have provided the basing that enabled the Air Force to fly, fight, and win. This book depicts how engineers built hundreds of bases during World Wars I and II, Korea, Vietnam, the Gulf War, and Operations Enduring Freedom and Iraqi Freedom. At the same time, these engineers operated and maintained a global network of enduring, peacetime bases. It describes the engineers' role in special projects such as the ballistic missile program, the Arctic early warning sites, and construction of the U.S. Air Force Academy. Using hundreds of sources, this detailed narrative tells the story of how civil engineers have been organized, trained, equipped, and employed for more than 100 years. From the beaches of Normandy to the mountains of Afghanistan, civil engineers have forged an unmatched record of success and built a solid foundation for today's Air Force."--Back cover.

Book excerpt: "The purpose of this book is to share Army special operations soldier stories with the general American public to show them what various elements accomplished during the war to drive the Taliban from power and to destroy al-Qaeda and Taliban strongholds in Afghanistan as part of the global war on terrorism. The purpose of the book is not to resolve Army special operations doctrinal issues, to clarify or update military definitions, or to be the 'definitive' history of the continuing unconventional war in Afghanistan. The purpose is to demonstrate how the war to drive the Taliban from power, help the Afghan people, and assist the Afghan Interim Authority (AIA) rebuild the country afterward was successfully accomplished by majors, captains, warrant officers, and sergeants on tactical teams and aircrews at the lowest levels ... This historical project is not intended to be the definitive study of the war in Afghanistan. It is a 'snapshot' of the war from 11 September 2001 until the middle of May 2002"--Page xv.

Book excerpt: Colonel Slife chronicles the influence of the late Gen Wilbur L. "Bill" Creech7a leader, visionary, warrior, and mentor7in the areas of equipment and tactics, training, organization, and leader development. His study serves both to explain the context of a turbulent time in our Air Force's history and to reveal where tomorrow's airmen may find answers to some of the difficult challenges facing them today. Colonel Slife, who addresses such controversial topics as the development of the Army's AirLand Battle doctrine and what it meant to airmen, is among the first to describe what historians will surely see in years to come as the revolutionary developments of the late 1970s/early 1980s and General Creech's central role. Creech Blue enlightens the Air Force on its strongly held convictions during that period and challenges the idea that by 1990, when Iraq invaded Kuwait, the Air Force had forgotten how to wage a "strategic" air campaign and was dangerously close to plunging into a costly and lengthy war of attrition had it not been for the vision of a small cadre of thinkers on the Air Staff. In exploring the doctrine and language of the decade leading up to Operation Desert Storm, Colonel Slife reveals that the Air Force was not as shortsighted as many people have argued.

Available in PDF, EPUB and Kindle. Book excerpt: In March 1993, Secretary of Defense Aspin initiated a comprehensive review of the nation's defense strategy, force structure, modernization, infrastructure, and foundations. He felt that a department-wide review needed to be conducted "from the bottom up" because of the dramatic changes that have occurred in the world as a result of the end of the Cold War and the dissolution of the Soviet Union. These changes in the international security environment have fundamentally altered America's security needs. Thus, the underlying premise of the Bottom-Up Review was that we needed to reassess all of our defense concepts, plans, and programs from the ground up. This final report on the Bottom-Up Review provides the results of that unprecedented and collaborative effort. It represents the product of hundreds of individuals' labor and dedication. It describes the extensive analysis that went into the review and the recommendations and decisions that emerged.

Available in PDF, EPUB and Kindle. Book excerpt: This report describes the key results of an analysis conducted to assess the overall balance of forces on the Korean Peninsula. Given the complexity of relations between the Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK), such an assessment of the conventional, asymmetric, and CBRN (chemical, biological, radiological, and nuclear) capabilities on each side is vital to negotiations between states and efforts at arms control. At the same time, there is no one Korean military balance that can be used for policy planning or arms control negotiations until decisions are made about what forces and issues to address. The tensions between the Koreas -- and the potential involvement of the People's Republic of China, Japan, and the United States at both the political and military level -- create a virtually open-ended spectrum of possible conflicts. This is particularly true if one considers the number of times that war has grown out of unpredictable incidents and patterns of escalation, the historical reality that the probability of less likely forms of war actually occurring has been consistently higher than what seem to be the most probable contingencies in peacetime, and the patterns of escalation that seem most likely from the viewpoint of a "rational bargainer."

Available in PDF, EPUB and Kindle. Book excerpt: North Korea's leaders have sought to dominate the Korean Peninsula since then failure to conquer the Republic of Korea (ROK) in tine Korean War. However, they have lacked the economic, political, and conventional military means to achieve that dominance, having instead come to rely on their nuclear weapon and ballistic missile programs, Today, North Korea's nuclear weapons pose an existential threat to the ROK, and they might soon pose a serious threat to the United States; even a few of them could cause millions of fatalities and serious casualties if detonated on ROK or U.S. cities. The major ROK and U.S. strategy to moderate this threat has been negotiating with North Korea to achieve denuclearization, but this effort has failed and seems likely to continue tailing. North Korean leader Kim Jong-un, despite committing to denuclearization, has continued his nuclear weapon buildup. The authors of this Perspective argue that there is a growing gap between North Korea's nuclear weapon threat and ROK and U.S. capabilities to defeat it. Because these capabilities will take years to develop, the allies must turn their attention to where the threat could be in the mid to late 2020s and identify strategies to counter it. Doing this will help establish a firm deterrent against North Korean nuclear weapon use. The authors conclude that North Korea will be most deterred if it knows that any nuclear weapon use will be disastrous for the regime-that these weapons are a liability, not an asset. Book jacket.

Book excerpt: The aim of this monograph is to inform the revision process of the 1977 OAU/AU Convention on the Elimination of Mercenarism in Africa. A strong argument is made for the need for a new continental approach to deal with the new modalities of traditional mercenarism, which involve an emerging and flourishing industry comprised of private military and security companies. It is hoped that the ISS work on the subject of the privatisation of security will bring about a better understanding of the role of the private security sector in peacekeeping and in state and corporate security in Africa, give momentum to an appropriate regulatory regime for private military sector engagement in Africa, including the elimination of mercenary activity and the revision of the OAU/AU Mercenary Convention, and give momentum to and make inputs on the development of appropriate legislative and regulatory frameworks for the regulation of private security companies in Africa countries.
