Dunn, Editor of the Railway Age Gazette Before the Traffic Club of New England At intervals for a long time different men whose Views are of great weight have said that unless certain things were done, or others ceased to be done, in the United States government acquisition and operation of the rail ways would result. William J. Bryan, on returning in 1906 from a trip around the world, made a famous speech at Madison Square Garden, New York City, in which he announced himself in favor of government ownership of railroads. He believed that railroads partake so much of the nature of a monopoly that they must ultimately become public property and be managed by public officials in the interest of the whole community. Mr. Bryan's views were unanimously criticized and denounced by the Republican press; they met dissent and condemnation from most of the Democratic press; and it soon was evi dent that the press reflected public Opinion. Mr. Bryan himself was so convinced of this that when in 1908 he was nominated by the Democrats for president he said that he did not consider government ownership an issue in the impending campaign. But his opponents used his pronouncement against him; he was beaten; and doubt less it helped in his defeat. Highways are not private but public institutions, and when government lets out the construction of its highways, giving to corporate bodies the privilege of taxing those who use them, there is always retained a superintending power, a right to regulate the charges imposed upon the public. That the government has a right to prescribe rates has been so well established by judicial decisions that it is no longer a question for discussion. It is the duty of the State to provide inter-communication, and the chartering of a railroad by a private company is for the purpose of performing said duty for the State. Says Chief Justice Black A railway is a public highway for the public benefit, and the right of the corporation to exact a uniform, reasonable, stipulated tell from those who pass over it, does not make its main use a private one. The public have an interest in such a road when it belongs to a corporation as clearly as they would 1f it were free, or if the tolls were payable to the State. The writer tried to convey his conviction that the question of Government ownership of public utilities and especially railroads in the United States is essentially one not of railroad management and operation itself, but of general economics and politics. To his mind, Government ownership of public utilities means absolute Government control not only of the industries but also of the politics in the various States and in the Union generally. It means practically, if not formally, abolition of our democratic institutions and of the very spirit of democracy, and substitutes for the rule of the people, for the people, and by the people, an autocracy of the central government. It means abolition of the present division of the country into forty-eight sovereign and independent States, and reduction of the States to simple electral districts, as well as loss by the States of their rights to tax railroad properties within their boundaries as an exercise of their right of sovereignty. It means also forcing into politics our great corporations, and introducing a spirit of corruption and political subserviency at a time when the spirit of militant democracy is awakened in the land by the events of the past four years. It means also giving one of the most potent arguments into the hands of the extreme socialist groups and thus reinforcing the sinister cohorts of enemy and Bolshevist propaganda. The writer desires to make it perfectly clear that at no time does he wish to imply that advocates of Government ownership are harboring such intentions as abolishing the democratic institutions of this country or assisting the enemy in his vicious endeavor to disorganize and destroy our nation. In a matter of national life, however, it is not the intentions that count but the facts, and it is with facts and not intentions that the author of the present book has tried to deal.
