Book excerpt: This paper argues that risk management represents one of the essential functions of government. It focuses in particular on the case of the United States. Although both state and federal governments in the U.S. have always served as risk managers, the nature of risk-management policy has changed dramatically over the nation's history. Three broad phases are identified in the paper. Phase I, which can be traced back to the earliest colonial times but which culminated in the nineteenth century, provided crucial security for trade. Limited liability for corporate shareholders and bankruptcy law are two notable examples of Phase-I policies. Phase II, beginning in the early twentieth century, offered security to the American worker against a variety of industrial hazards, including on-the-job accidents, unemployment, and loss of income in old age. Social insurance legislation and countercyclical fiscal policy stand out as the primary policy innovations of Phase II. Under Phase III, which commenced around 1960, public risk management expanded dramatically to encompass the consumer and, even more generally, the citizen. The transformation of product liability law, the explosion of federal financial guarantees, and even the emergence of comprehensive federal disaster relief suggest the scope of the changes underway during Phase III.

Book excerpt: Economic studies historically have either extolled the virtues of perfect markets or decried the market's shortcomings, proposing that governments correct market failure. This book proposes as a counterweight to these views a theory of nonmarket failure, and examines in great detail the shortcomings of government efforts to replace or to regulate markets. It is an unusually thorough analysis that can be used to make more systematic comparisons between markets and governments and to arrive at more intelligent choices between them.After reviewing the existing theory of market shortcomings, Wolf develops a parallel framework for analyzing the shortcomings of government, elaborating the inherent characteristics of government operations and the problems they present. He then considers how these predictable types of nonmarket failure can be taken into account in improving the formulation of public policy. And he compares market and nonmarket alternatives, both in their theoretical and empirical aspects.Wolf concludes that, while both markets and governments have inherent shortcomings, and the choice between them is never a pure one (real-world situations always involve some combination of the two alternatives), markets do a better job than governments. They are more efficient according to both static and dynamic criteria. With respect to equity and other non-efficiency considerations, however, both markets and governments have strengths and weaknesses. Finally, Wolf points out that government can play an important role in improving and extending the functioning of markets. And, perhaps most controversially, he argues that market forces themselves can play an important role in improving thefunctioning of government. Book excerpt: We develop new economic policy uncertainty (EPU) indices for Japan from January 1987 onwards building on the approach of Baker, Bloom and Davis (2016). Each index reflects the frequency of newspaper articles that contain certain terms pertaining to the economy, policy matters and uncertainty. Our overall EPU index co-varies positively with implied volatilities for Japanese equities, exchange rates and interest rates and with a survey-based measure of political uncertainty. The EPU index rises around contested national elections and major leadership transitions in Japan, during the Asian Financial Crisis and in reaction to the Lehman Brothers failure, U.S. debt downgrade in 2011, Brexit referendum, and Japan’s recent decision to defer a consumption tax hike. Our uncertainty indices for fiscal, monetary, trade and exchange rate policy co-vary positively but also display distinct dynamics. VAR models imply that upward EPU innovations foreshadow deteriorations in Japan’s macroeconomic performance, as reflected by impulse response functions for investment, employment and output. Our study adds to evidence that credible policy plans and strong policy frameworks can favorably influence macroeconomic performance by, in part, reducing policy uncertainty.

Drawing its case material from the modern presidency from Kennedy through Reagan, with looks backward as far as Truman, this innovative work shows how the standing of the president with the American people has come to have a political life of its own. The author first examines two seemingly distinctive periods of opinion formation: the 'honeymoon' at the beginning of a presidential term and the 'rally' of presidential support that accompanies international crises. He then analyzes two previous explanations of public support - length of term in office and the state of the economy - and concludes that these explanations are, respectively, incorrect and incomplete. The author presents a model of information processing that ties public support to indications of policy success or failure brought to the attention of the public through daily news reporting by the media. The model is tested initially for the presidencies of Kennedy, Johnson, Nixon, and Ford; it is then refined and tested further for the Carter and Reagan presidencies.
