Available in PDF, EPUB and Kindle. Book excerpt: Public access to government information forms the foundation of a healthy liberal democracy. Because this information can be precarious, it needs stewardship. Government Information in Canada provides analysis about the state of Canadian government information publishing. Experts from across the country draw on decades of experience to offer a broad, well-founded survey of history, procedures, and emerging issues—particularly the challenges faced by practitioners during the transition of government information from print to digital access. This is an indispensable book for librarians, archivists, researchers, journalists, and everyone who uses government information and wants to know more about its publication, circulation, and retention. Contributors: Graeme Campbell, Talia Chung, Sandra Craig, Peter Ellinger, Darlene Fichter, Michelle Lake, Sam-chin Li, Steve Marks, Maureen Martyn, Catherine McGoveran, Martha Murphy, Dani J. Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on the effects of information policy. While information policy studies often consider the ideology underlying policy, the policy process, the stakeholders and players in that process, and the nature of the outcomes of policy development, there have been few studies that focus on the ultimate effects of information policy. This book looks at effects from two perspectives. First, it examines the impact of government-wide information policies on a specific government agency in terms of its dissemination policies for the information it provides. Secondly, the effects of the ensuing agency information policies on social science research are examined. The government-wide policies of interest here are cost-recovery and restraint initiatives imposed by the Canadian federal government in the mid-1980s. The policy statements specifically identified government information as an area in which increased revenues could be generated. Such de facto information policies can have a wide effect on government information production and dissemination. In this book, the history and background of the policies is considered and the effects were empirically examined using multiple methods of analysis. The period covered is mid-1980s through mid-1990s. An epilogue chapter provides information on recent policy developments in Canada and the continuing effects of the policies of the 1980s.

Book excerpt: The purpose of this report is to assess the impact of new information technologies and new information management practices on open government in general, and the principles and application of the Access to Information Act in particular. This report first reviews the legal aspect of access to government information by reviewing the Access to Information Act and other relevant statutes such as the Copyright Act and the Archives Act. Next, it reviews current administrative practices within the federal government such as generating non-tax revenue, pricing practices and the establishment of "special operating agencies" that are likely to have an impact on access to government information. Third, the impact of new information technology on the way information is collected, stored and disseminated is examined with respect to how these developments are likely to affect access to government information. After reviewing legal, administrative and technological developments, the report then discusses the major issues related to the effective administration of the Access to Information Act during the 1990s. Where appropriate, the document recommends amendments to the Act or administrative practices that will ensure that the basic principles of the Act are maintained.

Book excerpt: Access to information (ATI) is widely regarded as a fundamental democratic right. Yet in Canada there still exists a struggle between the public’s quest for accountability and our government’s culture of secrecy. Drawing together the perspectives of social scientists, journalists, and ATI advocates, Brokering Access explores the policies and practices surrounding access to information at the federal, provincial, and municipal levels. This groundbreaking volume is the first of its kind to promote the idea that ATI should be used as a critical research strategy. It is a vital resource for scholars, policy makers, journalists, and anyone who is concerned about access to information and its effect on all Canadians.
