GAO's long-term simulations of the federal budget show absent policy change growing deficits accumulating to an unsustainable increase in debt. While the spending side is driven by rising health care costs and demographics, other areas should also be scrutinized. In addition, there are significant performance and management challenges that the federal government needs to confront.This testimony discusses the Government Performance and Results Act (GPRA) Modernization Act of 2010 (GPRAMA), as the administration begins implementing the act. It is based on GAO's past and ongoing work on GPRA implementation, as well as recently issued reports (1) identifying opportunities to reduce potential duplication in government programs, save tax dollars, and enhance revenue; and (2) updating GAO's list of government operations at high risk due to their greater vulnerabilities to fraud, waste, abuse, and mismanagement, or the need for transformation. In addition, to determine the extent to which agencies are using performance information and several of the act's requirements to improve agency results, GAO surveyed a stratified random sample of 4,391 federal managers from 24 agencies, with a 69 percent response rate which allows GAO to generalize these results. This report (1) examines the extent to which 24 agencies identified by OMB implemented selected requirements related to 102 APGs, and (2) comments on the 21 APGs of five selected agencies, based on prior GAO and IG work, including the status of relevant open recommendations. To address these objectives, GAO reviewed the act's requirements for APGs, OMB guidance, APG information from Performance.gov and related agency documents; and interviewed OMB officials. GAO selected DHS, HUD, DOT, VA, and OPM for their variety of APG program types and linkage to CAP goals. For each agency, GAO reviewed its past work, as well as that of IGs, related to the APGs and updated the status of open recommendations. "

The results of this project can help answer a wide variety of questions in political economy and public administration, such as: What factors make performance reports relevant and informative? Has the quality of information disclosed to the public improved? Why do some agencies produce better reports than others? Has GPRA led to greater availability and use of performance information by federal managers? Has GPRA led to greater use of performance information in budget decisions? What steps would make federal management and budget decisions more performance oriented? The book documents the current state of the art in federal performance reporting, measures the extent of improvement, compares federal performance reports with those produced by state governments and other nations, and suggests how GPRA has affected management of federal agencies and resource allocation by policymakers. It also identifies obstacles that must be overcome if GPRA is to deliver on the promise of performance budgeting. The authors chronicle the improvements observed in federal performance reporting through the lens of the Mercatus Center’s annual Performance Report Scorecard.
