Previously the emphasis was on top-down approaches in this endeavour. Now priority is increasingly given to bottom-up approaches, putting the targeted communities first, using methods such as co-creation and living labs. Information and Communication Technologies for Development (ICT4D) is still a domain in search of a common ground. The many different perspectives from diverse ideologies, paradigms and theoretical perspectives here lead to an interesting debate, but, meanwhile, agents of social change are doing their best to change communities – ostensibly for the better. An ongoing endeavour, this discussion requires further investigation of the complexities of techno-societies. The contributions to this volume range from explorations of theory, models and methods to investigations into the practical implementation of ICT in communities, covering the characteristics of social groups and different generations and gender issues, as well as its applications in education and health. Book excerpt: Over the past three decades, decentralization has been seen as the means for allowing local governments to become more accountable, and for encouraging the deepening of democracy and the building of village communities. By drawing on original village-level case studies of six villages in three different Indian states, this book presents a systematic analysis of the impact of decentralization on the delivery of social services at the local level within India. Supplementing national and state-level data and analyzing the different historical legacies in each state, the book argues that decentralization is not simply a function of the structure of the decentralization program or of the relationship between higher-tiered and local government. Rather, the possibility of decentralization affecting social outcomes depends on several interacting factors, including the distribution of power among local elites, the dynamics of political competition, and the level of civil society mobilization. By examining constitutionally-mandated political decentralization across India, this book identifies the circumstances under which local government structures can lead to improved social services and societal wellbeing, as well as presenting a substantial contribution to studies on South Asian Politics and Local Government.

Book excerpt: Timor-Leste’s long journey to nationhood spans 450 years of colonial rule by Portugal, a short-lived independence in 1975, and a 24-year occupation by Indonesia. This book examines the history of nation-building and national identity in Timor-Leste, and the evolution of a collective identity through two consecutive colonial occupations, and into the post-independence era. It charts the evolution of the idea of an East Timorese nation: its origins, its sources, and its competitors in traditional understandings of political community, and the distinct colonial visions imposed by Portugal or Indonesia. The author analyses the evolution of ideas of collective identity under the long era of Portuguese colonial rule, and through the 24-year struggle for independence from Indonesia from 1975 to 1999. Reflecting the contested history of the territory, these include successive attempts to define its members as colonial subjects in a wider ‘pluri-racial’ Portuguese empire, as citizens in an ‘integrated’ province of the Republic of Indonesia – and, of course, as a nation that demanded its right to self-determination. Finally, the host of nation-building tensions and fault lines that emerged after the restoration of independence in 2002 are discussed. Examining the history of debates and conflict over national identity, national history, cultural heritage, language policy, and relationships between distinct regions, generations, and language groups, this book will be of interest to academics in the fields of Asian studies, nationalism studies, and international and community development.
