Available in PDF, EPUB and Kindle. Book excerpt: Why policymaking in the United States privileges the rich over the poor Can a country be a democracy if its government only responds to the preferences of the rich? In an ideal democracy, all citizens should have equal influence on government policy—but as this book demonstrates, America's policymakers respond almost exclusively to the preferences of the economically advantaged. Affluence and Influence definitively explores how political inequality in the United States has evolved over the last several decades and how this growing disparity has been shaped by interest groups, parties, and elections. With sharp analysis and an impressive range of data, Martin Gilens looks at thousands of proposed policy changes, and the degree of support for each among poor, middle-class, and affluent Americans. His findings are staggering: when preferences of low- or middle-income Americans diverge from those of the affluent, there is virtually no relationship between policy outcomes and the desires of less advantaged groups. In contrast, affluent Americans' preferences exhibit a substantial relationship with policy outcomes whether their preferences are shared by lower-income groups or not. Gilens shows that representational inequality is spread widely across different policy domains and time periods. Yet Gilens also shows that under specific circumstances the preferences of the middle class and, to a lesser extent, the poor, do seem to matter. In particular, impending elections—especially presidential elections—and an even partisan division in Congress mitigate representational inequality and boost responsiveness to the preferences of the broader public. At a time when economic and political inequality in the United States only continues to rise, Affluence and Influence raises important questions about whether American democracy is truly responding to the needs of all its citizens.

Book excerpt: Excerpt from Problems of Expansion: As Considered in Papers and Addresses These volumes assemble some of the more impor tant contributions made by Whitelaw Reid to the discussion of matters of public interest. They are designed to illustrate both his purely intellectual habit and his point of view as a citizen. The pub licist is, in a measure, a man of action, exercising an' influence which, if not always immediately ob vions, is nevertheless often decisive, and Mr. Reid's career brought him into very close and effective contact with the subjects here treated. More than once he stepped down into the arena itself. The ideas on government embodied in many of these pages were developed not only in the study, but amongst other practical leaders, fighting for po litical ideals which were of value, in his opinion, solely as they found expression in just laws and the betterment of American life. Book excerpt: Excerpt from Address by the Union League of Philadelphia: To the Citizens of Pennsylvania, in Favor of the Re-Election of Abraham Lincoln Fellow Citizens: - The day rapidly approaches when some one must be selected to exercise the power and influence of the Executive branch of our Government during another term. The time has been when the character of the person chosen has excited but little interest beyond the circle of active politicians, because in the midst of peace and abounding prosperity, it was not considered of much importance. Easy duties do not demand great talents or peculiar qualities, and the duties of the Executive office are not difficult in such quiet times as it has been the happiness of our country to enjoy during the larger part of its history. But now our position is very different. We are in the midst of a great civil war, which has raged for more than three years, the issue of which is still doubtful, and which may, when the day for making a choice arrives, still be calling for more sacrifices to be offered on its bloody altar. The stake in this war is no less than our country. The object of our enemies is to destroy it - ours is to defend it, to keep its domain entire as we received it from our fathers, to keep its name and fame high, as of yore, on the roll of the nations of the world. This has proved to be a difficult task, calling forth all our energy and demanding enormous sacrifices of blood and treasure. Our enemies are men of our own race. They have displayed the valor, constancy and ability that are the attributes of their blood and the fruits of free institutions. D. 1842 The very instrument by which the ties of political connection with the parent country were severed, recognized the people as the true source of power, and acknowledged that the right was inhe rent ia them to frame their own government according to their own will, leaving it to their own judgment, to adapt its form to their own security and happiness. It was indeed farther supposed that the people themselves might be safely entrusted with the essential powers of government, and that there was a just propriety in leaving the ultimate power in their hands, to control their own agents, and thus to in uence the legislation which was to prescribe a rule for all. Book excerpt: Excerpt from The Influence of the Legal Profession in the Affairs of Civil Government: An Address Delivered Before the Nebraska State Bar Association at Lincoln, Nebraska, on Wednesday, the Eighteenth Day of January 1882 Mr. Lincoln simply put into apt words, an idea that had been growing upon the world since history was born, when he spoke of a government of the people, by the people, and for the people, as from the very nature of man. This seems to have been intended from the beginning. A brief glance into the shadows of the past may not be foreign to the present inquiry, and I therefore invite attention to a condensed summary of historical fact touching the gradual advance of the nations in matters of government The earliest traditions, writes Mr. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Influence of Presbyterianism Upon Civil Liberty: An Address Delivered at First Presbyterian Church, Raleigh, North Carolina, Sunday August 6, 1922 More than 400 years ago there was born in Noyon, France, July l0th, 1509, a man, John Calvin, the influence of whose philosophy did more to make America free, and to found its government upon a representative republic based upon equal suffrage, than that of any other man. He builded better than he knew in his form of church government. The individual congregation is the base, with its will determined and its officers elected by universal suffrage; next, the presbytery, composed of pastors, ex-officio, and ruling Elders selected by the Sess ions of the various congregations composing it, and, third and last, is the General Synod, or Assembly, composed of representatives chosen by the various presbyteries. Thus we have a representative, federal republic, based upon local self government. That is the Presbyterian Church as Calvin con ceived it, and that is the Presbyterian Church as it is today, and stated in ultimate terms, it is What our National Government is today.
