Book excerpt: Excerpt from History and Government of Missouri The following chapters aim to give in reasonable compass the essential facts in the history and government of the state of Missouri. The author is fully aware that much of interest in the history of thenstate has been omitted and that many of the details of the state and local government have not been described. He has constantly kept in mind, however, the needs of those for whom this work is written, and also the limited amount of time in the public school curriculum that can be allotted to Missouri history and civics, and it is his hope that the book will fill its place acceptably in the work of the seventh and eighth grades or in the first year of the high school. Book excerpt: Excerpt from Government in Missouri: Local, State, and National IN writing this book I have had in mind the needs of the children in the elementary schools of Missouri. As most of these pupils will not attend a high school or college, they should receive their training in citizen ship before they leave the elementary school. It has been the primary aim to develop in the pupil some appreciation of his membership in the state, and the rights and duties arising therefrom. Hence the text begins with the family and school, township and county, city and village, - agencies of government with which the pupil is or may be made familiar through the facts of his daily life. Book excerpt: Excerpt from Missouri, Its State and Local Government In Virginia - The settlement of Virginia presents a phase of development quite distinct from that of New England, the difference being not in the results, but in the steps leading thereto. In Virginia we find govern mental control vested in centres of authority having jurisdiction over broad counties. These counties, consti toting the governmental units, were much larger than the townships of New England. Early Legislatures - In all the colonies there were representative assemblies. But while the members of the Virginia House of Burgesses sat for counties, those of the general courts of New England sat for town ships. Constitution OF 1820. Pursuant to the Congressional Enabling Act of 6 March 1820, Missouri framed its first and shortest constitution. This was accomplished by a 4l-delegate convention meeting at St. Louis from 12 June to 19 July 1820. The constitution was put into force without being referred to a popular vote. Book excerpt: Excerpt from Civil Government: Of the United States and the State of Missouri When the State text-book Commission met in the year 1897 to adopt a series Of text-books for use in public schools, about thirty civil governments were submitted for adoption. None Of them was satisfactory. Thereupon members Of the commission who were acquainted with my School History Of Missouri suggested that I write and submit a manuscript Of a Civil Government. I did so, and it was adopted, and for five years after its publication it had a large place in the schools. Subsequently the book was entirely rewritten and a revised edition brought out in 1904, and with a few minor changes in the text made necessary by changes in laws and constitutions has been in general use ever since. Within the last year the book has been thoroughly revised again. In the natural evolution of the government Of a great people new institutions are added in the course Of a few years and things once unimportant assume large proportions; they call for new sections, and these have been added. Other things have become less important, and the discussion Of them has been accordingly reduced. Every sentence Of former texts retained in this has been rigidly tested, in order to bring it strictly up to date and make it accurately express the fact. The result is a book brought down in every sentence to the date Of publication. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Administrations of Governors of Missouri: Hamilton Rowan Gamble and the Provisional Government of Missouri At first he went to Tennessee; but becoming attracted to St. Louis he arrived there in 1818, and became deputy circuit clerk under his elder brother Archibald Gamble. The spirit of adventure and enterprise being strong in him he went farther west, and located at Old Franklin, the county seat of Howard County, which at that time comprised more than one-half of the territory of the State. By the force of specific ascendancy he soon became Prosecuting Attorney of that vast jurisdiction. In that capacity he early displayed a conspicuous quality of his character, a conscientious sense of duty. If he discovered that the person charged with the commission of an offense was not guilty, or that the evidence against him was not satisfactory to his honest mind, he did not hesitate to ask leave to enter a nolle, or suggest to the jury a verdict of not guilty. And this was characteristic of his whole private and public life, - inculcating the aphorism that success won at the sacrifice of justice is dishonor. There is a tradition, vouched for by Hon. James O. Broadhead, as coming second handed from Judge Abiel Leonard, that while Gamble, Leonard and John R.French were "young limbs of the law" at Old Franklin, French and some one, whose name is forgotten, agreed to fight a duel. Gamble and Leonard were the seconds. The party rode horse back across the State to Louisiana, Pike County, near the selected place for the deadly encounter, known then as Chenal Ecarti, on the Mississippi River. All stopped at an old hostelry, wearied with the trip, and sought rejuvenation in that elixir that either makes friends or enemies of those who touch glasses. They stood elbow to elbow and man to man as the glasses clicked together; and as their hearts warmed their hands clasped in friendship, and the duel was indefinitely postponed. When Frederick Bates became Governor of the State young Gamble was selected as Secretary, which took him to St. Charles, then the seat of Government. Book excerpt: Excerpt from The Civil Government of the United States and the State of Missouri, And, the History of Missouri From the Earliest Times to the Present In offering this little History for use in public and other schools I am not without the hope that it may aid in inspir ing the young with a purpose to make Missouri the bright est and best of the constellation of States. Our State at this time has a population almost as large as all the States had at the time of the formation of the Union in 1789. Our peo ple have come from every State and almost every nation. This may be indicative of strength or of weakness. It is a heterogeneous people that should become homogeneous in feeling, purpose and State-pride. But this is far from the case. Many Virginians who have lived on our soil for a quarter of a century are yet Virginians; immigrants from New England are yet New Englanders; and the same is true of the settlers from almost every State and country. We still go to other States for our leading preachers, judges, lawyers and educators. This ought not to be. We need to exalt our State by relying more on our own right arm, by believing more in each other. It is also true that we have a history of which we mayjustly be proud. Few States have so charming and important a story. But it has rarely been told. The children in our schools know far more of the history of the Atlantic States than of their own. It is the Opinion of the author that a fuller acquaintance with Missouri's history will make her population a much stronger, a more patriotic and a happier people. Knowledge of our own deeds and convictions and glory will create mutual con fidence and admiration, and then business enterprise, moral culture, and intellectual emulation will follow, and more rapidly than ever before. As a native of the State, I may be permitted to wish that this volume will do its share in helping toward these good results. The original text has been followed as closely as possible, even to spelling and punctuation. Only those portions of the letters which deal with public affairs have been included. The number and length of footnotes is always a vexatious problem. The policy attempted here has been to supply enough notes to clarify the text without annotating it almost to death, to borrow a phrase from Dr. J. Frank lin Jameson. Book excerpt: Excerpt from The Fight for Missouri: From the Election of Lincoln to the Death of Lyon I have written this book because it was my duty to write it because, too, I fancy that I know more about the events that are narrated in it, than does any one who will ever take-the trouble to write about them; and because I am the only living witness to many facts the remembrance of which ought to be preserved. That the reader may know whereon I ground these assertions, and that he may, before reading my testimony, be able to decide whether it be worth his attention, I will tell him frankly how I happen to know about these things.
