Book excerpt: This book explores the social history of colonial Bombay in the late Victorian and Edwardian eras, a pivotal time in its emergence as a modern metropolis. Drawing together strands that hitherto have been treated in a piecemeal fashion and based on a variety of archival sources, the book offers a systematic analytical account of historical change in a premier colonial city. In particular, it considers the ways in which the turbulent changes unleashed by European modernity were negotiated, appropriated or resisted by the colonised in one of the major cities of the Indian Ocean region. A series of crises in the 1890s triggered far-reaching changes in the relationship between state and society in Bombay. The city’s colonial rulers responded to the upheavals of this decade by adopting a more interventionist approach to urban governance. The book shows how these new strategies and mechanisms of rule ensnared colonial authorities in contradictions that they were unable to resolve easily and rendered their relationship with local society increasingly fractious. The study also explores important developments within an emergent Indian civil society. It charts the density and diversity of the city’s expanding associational culture and shows how educated Indians embraced a new ethic of ’social service’ that sought to ’improve’ and ’uplift’ the urban poor. In conclusion, the book reflects on the historical legacy of these developments for urban society and politics in postcolonial Bombay. This wide-ranging work will be essential reading for specialists in British imperial history, postcolonial studies and urban social history. Following India's landmark constitutional amendment in 1992-93, it was expected that local governments would be more able, responsive and accountable, and public service delivery more effective. Both scholarly and other approaches emphasise two routes for this - formal architecture of decentralisation (laws) and people's participation. However, a quarter century later, both everyday experience and literature suggest that local accountability is low and service delivery is poor despite the presence of a legal framework and people's participation. Why is this the case? This book provides an answer by opening up the 'black box of local governance' through studying specifics of administrative procedures, organisational structure, staffing, and interactions with other levels of government. In these seemingly stodgy contents of the government black box, the book locates the explanation of how and why some city governments can effectively deliver services and others cannot. It examines the various aspects of city governments as "decentralised capacity" and traces differences in local service delivery - street lighting, water supply, sewerage, drainage, roads, and other services - to differences in decentralised capacity. It makes the argument through a comparative study of states with city governments as units of analysis (23 city governments in the three states of Gujarat, Kerala, and Tamil Nadu). The work looks closely at subnational variation and uses the comparative approach both for structuring the empirical material well as for theorisation. Specifically, it finds that while there is considerable interstate variation in capacity of city government and decentralised service delivery, there is far less intrastate variation on these matters. Methodologically, this enables the analysis to locate the larger explanation within a framework of state-local political and administrative relations. It explores details of the "policy process" from national legislative intent (constitutional amendment) to accompanying state laws to administrative rules for organising government. It also examines the designing of policy instruments against potential "policy drift" through which implementation is at odds with original intent"--

Book excerpt: Mirroring the complexities of cities and neighborhoods, this volume makes a conscious departure from consensus-oriented public participation to conflict-resolving public participation. In India, planning practice generally involves citizens at different stages of plan-making with a clear purpose of securing a consensus aimed at legitimizing the policy content of a development plan. This book contests and challenges this consensus-oriented view of citizen participation in planning, arguing against the assertion that cities can be represented by a single public interest, for which consensus is sought by planners and policy makers. As such, it replaces consensus-centered rational planning models with Foucauldian and Lacanian models of planning to show that planning is riddled with a variety of spatial conflicts, most of which are resolvable. The book does not downplay differences of class and social and cultural identities of various kinds built on arbitrarily assumed public interest created erroneously by further assuming that the professionally trained planner is unbiased. It moves from theory to practice through case studies, which widens and deepens opportunities for public participation as new arenas beyond the processes of preparation of development plans are highlighted. The book also argues that spaces of public participation in planning are shrinking. For example, city development plans promoted under the erstwhile JNNUM programme and several other neoliberal policy regime initiatives have reduced the quality, as well as the extent of participatory practices in planning. The end result of this is that legally mandated participatory spaces are being used by powerful interests to pursue the neoliberal agenda. The volume is divided into three main parts. The first part deals with the theory and history of public participation and governance in planning in India, and the second presents real-life case studies related to planning at a regional level in order to describe and empirically explore some of the theoretical arguments made in the first. The third section provides analyses of selected case studies at a local level. An introduction and conclusions, along with insights for the future, provide a coherent envelope to the book.
