Available in PDF, EPUB and Kindle. Book excerpt: Several years ago, freshly returned from a year in Stockholm but deeply en meshed in the American Malaise of the late 1960's, I sketched out an image of Swedish policy-making that defined a generalized policy-making role and sought to relate that role to both citizen attitudes and the elite political culture 1 in Sweden. Although that sketch seems to have been taken seriously by other foreigners, I think it is fair to say that the principal reaction of my Swedish friends and colleagues was amusement. When I later (1970-71) returned for another year in Stockholm, I found myself being introduced at parties as the man who had written ''that marvelously out-of-date sketch of how Swedish politics used to work-hah, hah. " Or, I would be referred to as the American who, like Marquis Childs some years earlier, "believed our propaganda. " By 1970-71, of course, the Swedish political environment had become more boisterous than it had been in 1967-68. Indeed, during the course of that year my amused colleagues found themselves enmeshed in a strike action against the government that was part of an emotional series of such actions that some observers thought would bring most public services to a halt. If my earlier portrait had been influenced (too much, they thought) by the American Malaise in which I was implicated, so must their later reaction to my portrait have been influenced (too much, I thought) by the Swedish Turmoil of 1970 and 1971.

Book excerpt: Sustainable Stockholm provides a historical overview of Stockholm’s environmental development, and also discusses a number of cross-disciplinary themes presenting the urban sustainability work behind Stockholm’s unique position, and importantly the question of how well Stockholm’s practices can be exported and transposed to other places and contexts. By using the case of Stockholm as the pivot of discussions, Sustainable Stockholm investigates the core issues of sustainable urban environmental development and planning, in all their entanglements. The book shows how intersecting fields such as urban planning and architecture, traffic planning, land-use regulation, building, waste management, regional development, water management, infrastructure engineering—together and in combination—have contributed to making Stockholm Europe’s "greenest" city.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1978, this book analyses three main approaches to national housing policy in the 20th Century in Sweden, the UK and USA. It reviews policy developments and considers the impact of policy on the housing conditions and costs of different sections of the community. A major theme is that British and American governments, contrary to their stated objectives, have actually increased housing inequality by allowing homeowners tax concessions which are more generous than the housing welfare programmes available to tenants. The political pressures which produced this outcome in Britain and the USA, but a quite different and more egalitarian outcome in Sweden, are carefully discussed. Throughout the book, policy making is regarded as involving trade-offs between what is politically feasible and what is operationally feasible. This framework enables readers to view policy making from the perspective of politicians and civil servants as they react to diverse demands and pressures and seek to devise housing programmes which embody incentives to which housing financiers builders and consumers will respond.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the result of an international study by leading economists and sociologists from across Europe and North America. The response of the new social economy (primarily voluntary and co-operative sectors) to social exclusion and employability in the context of crises of unemployment and the welfare state is of wide international concern. This book looks specifically at the growth of enterprises and initiatives whose primary aim is the integration of unemployed and disadvantaged people into work. A common framework has been used in each of the country studies, thus allowing an interesting international comparative perspective to be developed. There is considerable interest in how the third sector is changing internationally in response to rapidly changing work and welfare systems. By distilling international experience this book makes an important contribution to debates about new ways of addressing the central issues of unemployment and social exclusion of disadvantaged people in society.
