Book excerpt: The publication looks at the alarming current water situation in the Arab countries, with demand for water increasing exponentially as a result of rapid population expansion, changing lifestyles, urbanisation, and the pressures of economic growth. The high dependency of the region on transboundary waters and growing competition over water use further intensifies the water crisis. Furthermore, the repercussions of climate change will exacerbate these ongoing challenges. This water crisis is, at its core, an issue of governance, often managed by fragmented government institutions with inadequate capacities leading to inefficient provision of potable water and sanitation services. Lastly, the Arab region's current political and economic transformations present an opportunity to advance water governance reform, while effective water governance systems can in turn catalyse region-wide aspirations for overall good governance and sustainable human development.

Book excerpt: When the Arab Uprisings began in 2011, citizens called for dignity, democracy and social justice. Instead of witnessing the birth of more pluralistic societies and stronger governance systems, the past years have brought the Arab region only renewed authoritarianism, conflict, and yet weaker state systems. The regional governance deficit is creating a striking underperformance of most Arab governments in political and socioeconomic development terms. To limit the damage of this downward trend, Arab governments must adopt a 2030 Vision of governance reforms to increase political participation and political freedoms, to ratify and implement international human rights conventions and transitional justice measures, adopt population policies that reflect the region's changing demographic realities, reduce poverty through economic reform and combat corruption. The 2030 Vision will ensure the region enjoys a new era of inclusive, accountable and effective governance and the consequent benefits for sustainable development.

Book excerpt: "The Arab countries have much to gain from considering the linkages between water, energy and food security in their pursuit of sustainable development, given the stressors, constraints and strong interdependencies that characterize the relationships between these three sectors in the region. The nexus analytical framework can be applied at various scales of analysis and can accommodate consideration of the varying natural resources endowments and different production and consumption patterns that exist among Arab countries. It can facilitate the examination of the complex challenges that stymie water, energy and food security in the Arab region, such as shared water resources management, decision-making related to the energy mix and energy efficiency in Arab countries, and national efforts to achieve food security in face of water scarcity, land degradation and development objectives. This sixth issue of the ESCWA Water Development Report presents an analytical framework and a series of case studies for understanding the water-energy-food security nexus in the Arab region. The analytical framework considers the linkages that affect the achievement of water, energy and food security through the lens of sustainable development and the achievement of the 2030 Sustainable Development Goals, with a view to mitigating climate change and ensuring access to food, water and sustainable energy for all in the context of a human-rights approach."--Publisher's description.

Book excerpt: In the Arab countries, climate change is a risk to poverty reduction and economic growth, threatening to unravel many of the development gains that have been achieved. The Arab Region is already suffering adverse consequences from climate variability and change. This book provides information on climate change and its impact in the Arab Region, as well as technical guidance on climate adaptation options for policy makers. The areas addressed include the economic impacts of climate change (as measured by the reduction in household income and GDP); the impacts of climate change on the water, health, and tourism sectors; livelihoods and well-being in rural and urban areas; biodiversity; disaster risk management; as well as gender and other social relations. The report is written through a participatory and collaborative process, led by the World Bank in partnership with the League of Arab States, incorporating both regional and international experts on the topics.

Book excerpt: The COVID-19 pandemic has underlined the limitations of prevailing paradigms to effectively manage today's complexities to advance sustainable development. In this context, open government and improved transparency in public management are necessary elements to build back better and ensure that the Sustainable Development Goals (SDGs) can be achieved. In Arab countries, where the connection between Governments and citizens has been under pressure during the last decade, open government is also a tool to build the relationship between citizen and State. The pandemic has also accelerated the process of digitalization across the globe. In this context, the issue of the digital divide has exacerbated inequality in the impact of the pandemic. While many of the coping mechanisms rely on moving towards online modalities, those with no access remain excluded and therefore more exposed to the impact of the virus and its economic consequences. Since open government approaches have a strong digital technology component, digital divides diminish the reach of such mechanisms to all people. The present paper proposes a socioeconomic framework to assess key elements of the digital divide and open government in the Arab region. It also presents a dashboard to track and monitor the digital divide in the Arab region, and the status of open government. The dashboard's goal is to facilitate comparison between countries, so that patterns of success and their correlates can be investigated. It also allows measurement of progress in terms of open government and bridging the digital divide.

Book excerpt: The global community was proud to announce in 2012 that the global drinking water target articulated in the Millennium Development Goals had been met five years ahead of schedule. However, the countries of the water-scarce Arab region still face the continuing challenge of providing safe and sufficient water, and improved sanitation to its growing population. There is high variability in access to drinking water and sanitation services among Arab countries, with some countries nearly fully reliant on desalination, while others are not able to secure sufficient investments to meet basic needs. The fifth issue of the ESCWA Water Development Report examines developments in the area of monitoring water and sanitation services in the Arab region, in the light of global and regional preparations for the post-2015 development agenda. It particularly focuses on the challenges of shifting to a rights-based approach to the access to water and sanitation services. Publisher's note.

Book excerpt: Many events that have marked the last few years – from the Arab Spring revolutions to the different collapses in the financial markets in the western world and the Euro Debt Crisis in Europe – all share the common issue of “Governance”. The various different types of media, especially social media, have contributed to the rapid spread of awareness of governance issues, and have enabled unprecedented numbers of people to manifest their fury about the lack of governance in the management of not only firm and markets, but also whole countries and regions. Governance crises were previously known mainly in the corporate world, where scandals such as Enron and News International have captured the attention of the media and have been a major subject of discussion. Such crises have recently been transferred to entire nations, where citizens have the right to make things change for the best and have the last say. People are currently concerned with the establishment of accountability mechanisms that were previously absent, as well as with real governance reforms that will lead to democracy. This book focuses upon governance and on the importance of accountability, and how it varies from one environment to another. Also of concern here is the effective practice of governance in the shadow of the turmoil and unrest, taking into consideration the specificities of each and every culture. In adopting such a focus, a number of theoretical perspectives are explored, along with issues associated with various environments in order to develop an understanding of the relationship between governance and sustainable development. The book will appeal to academic researchers in the areas of governance, sustainable development and corporate social responsibility, as well as those interested in strategic management more generally. It will be of interest to research students, as well as more experienced academics, worldwide, and may also serve as a secondary text for courses in these areas.
