Book excerpt: Organizational trust refers to the tendency of individuals or groups within an organization to trust each other. Tschannen-Moran (2004) describes trust as one's "willingness to be vulnerable to another based on the confidence that the other is benevolent, honest, open, reliable, and competent" (p. 17). The purpose of this study was to research the faculty perceptions of actions of community college presidents that increase organizational trust. A single college case study was used for this study. To participate, community colleges had to be in the state of Washington, not be in a district, be at least 20 years old, and be of average size in the state, defined as having between 3,000 and 12,000 full-time enrollments. Also, the president and faculty union representative expressed willingness to support the research and indicated that the institution was an appropriate place to study organizational trust. Informants were required to be tenured faculty members with at least ten years at the college. Informants were recommended by the president, vice-president of academic affairs, and the faculty union representative. Thirteen faculty members were interviewed. Responses were analyzed and seven themes were created. Those themes were autonomy, communication, shared governance, interaction, commitment to excellence, putting people first, and shared vision. Autonomy, communication, commitment to excellence, and putting people first are very similar to those found in the Tschannen-Moran Model. However, shared governance, interaction, and shared vision all had a less direct connection to the model. Each theme consisted of many examples of actions of the president that increased organizational trust.

Book excerpt: The purpose of this causal-comparative study was to compare the effects of gender on the perceptions that members of the boards of trustees of community colleges have of community college presidents. This study was guided by two research questions; the first one comparing the participants' perceptions of the male and female leader with the leader's gender acting as the sole independent variable; the second one examining the interaction effect of the participant's gender and the leader's gender on the participant's perception of the leader. Twelve boards of trustees within the North Carolina Community College System self-selected to participate. Participants read a brief vignette depicting a community college president exhibiting a transformational leadership style then evaluated that leader using the three Outcomes of Leadership subscales of the MLQ - 5X Short: extra effort (EE), effectiveness (EFF), and satisfaction (SAT). Half the boards of trustees received a vignette and survey depicting a male leader and half received a vignette and survey depicting a female leader. One hundred forty-seven surveys were distributed. Ninety-four surveys were returned. Data analyzed using MANOVAs and ANOVA revealed that, while both male and female participants rated the female president lower than the male president on all three subscales, the difference was not statistically significant; resulting in a failure to reject all null hypotheses.

Book excerpt: The development of ethical standards by institutions of higher education has been in part a response to real and perceived unethical behaviors on the part of faculty members. Though institutional codes of ethics are not required by North Carolina Community College System colleges, eleven of the 58 colleges have adopted and published codes. This qualitative study examines how those codes are perceived by the Chief Academic Officers (CAO) and fulltime faculty members. The study collected responses through face-to-face interviews with three CAOs and 17 faculty members. The interview questions focused on awareness, understanding, and internalization of the published code of ethics. The structured questions were designed by the author and were based on literature and relevant studies. The creation or adoption of the code of ethics at their respective colleges was in response to internal issues or external pressures. The CAOs in this study had a key role in developing and implementing the code at their respective colleges, but they had not fully maximized employment and integration of the code into the college culture. The findings indicated that faculty and CAOs vary in perceptions of purpose and utility of the code. The findings also reveal that among the faculty participants in this study, there may be a superficial awareness of the code. Health Science faculty member were found to have a strong association with the codes of their professional organizations.

Book excerpt: This qualitative study examines the collective intentions and decisions of North Carolina community college presidents relative to state-wide governance. Collected data include documents, observation, and interviews pertaining to the North Carolina Association of Community College Presidents [NCACCP]. In the analysis of collected data thematic category labels and descriptions were elicited from both network theories and Mintzberg's (1983) description of power. Additional themes were developed through content analysis. The findings indicate that, as a network, the NCACCP has a formal statement identifying collective presidential intentions. As well, there are informal intentions expressed by the individual presidents. Informal individual intentions and actions may circumvent the formal intentions expressed by the NCACCP, thereby revealing potential for inconsistency between NCACCP intentions and individual presidential decisions. Presidential intentions are brought forth for collective discussion and possible decision by presidents representing the standing committees of the NCACCP or by System Office personnel via contact with the State Board of Community Colleges or legislators in the General Assembly of North Carolina. The NCACCP decision-making process involves building consensus amongst the presidents, but presidential consensus in the decision-making process does not equate to commitment by the members. The rationale for particular NCACCP decisions can be traced to the needs as expressed collectively by the NCACCP and to the demands placed upon the NCACCP by external community college networks. The data do not indicate that the collective intentions of the NCACCP or the external networks regarding state-wide governance are incongruent or inconsistent with the democratic mission of the community college system. State Authority and Local Campus Governance: Accountability Measures and Performance Standards for North Carolina Community Colleges. (Under the direction of Carol E. Kasworm.) The relationship between legislative policy makers and educational leaders is complex and multifaceted. Using a series of legislative acts that established twelve accountability measures and performance standards for North Carolina community colleges, this qualitative case study examined the relationship between state authority and local governance in the context of a policy making environment. This study was a historical examination of five legislative acts that were enacted in North Carolina from 1989 through 2000. Document analysis was conducted for the legislative acts and related documents and the minutes of various committees and task forces. In addition, semi-structured interviews were conducted with key administrators of the North Carolina Community College System Office, community college presidents and administrators, and the Community College Fiscal Research Analyst who served as staff to the North Carolina General Assembly; each of these individuals provided particular insight into the relationship and interactions between legislative policy makers and community college leaders. At the core of the college-state relationship is a long-standing debate regarding the level of authority and responsibility which should be assigned to the state versus that which should be assigned to individual institutions. However, an analysis of the policy development examined in this study suggests that the relationship between state authority and local campus governance is much more complex than a mere matter of more state authority and less local autonomy or vice versa; it is not one or the other.
