The report is highly critical of the manner in which UKBA's London office handled notifying the Glasgow asylum seekers of changes to their housing provision, which it says was inappropriate at best and callous and inhumane at worst. However, the Committee says the Immigration Minister responded speedily and appropriately to the situation he had been put in. The lack of firm contingency plans at the time the contract was terminated is to be regretted and the Committee remains unclear about issues around costs and savings, as well as being unable to clarify the complete financial situation around the accommodation contract. Matters relating to the work of UKBA in Scotland will continue to be reviewed by the Committee, including the Family Return project, and additional figures and information requested by the Committee.

Book excerpt: On 3 May 2007, combined elections were held in Scotland, electing members to the Scottish Parliament and all 32 of Scotland's local councils. The number of spoilt ballots cast in these elections was unusually high, and difficulties with the electronic counting machines led to the count being suspended in some constituencies. The Electoral Commission engaged Ron Gould CM to conduct an independent assessment of the elections. This report examines the findings of the Gould Report and its recommendations, some of which have already been accepted in principle by the Scotland Office and by the Scottish Executive, including holding the Scottish Parliament and local government elections at different times and producing separate regional and constituency ballot papers for the Scottish Parliament elections. Evidence strongly suggests that there are deep problems with the way elections are administered, both in Scotland and across the UK, which, if left unaddressed, could again create difficulties in the future. Any changes to the way in which elections are carried out must be accompanied by rigorous research and testing; the absence of such research and testing was a major failing that led to the problems of 3 May. There were failings on the part of the Scotland Office, where lengthy delays disrupted election planning and led to weak contingency arrangements. The Electoral Commission did not do enough to warn of potential problems with the ballot. The use of e-counting has been subject to particular criticism. Although electronic counting may have the potential to produce results more quickly, in these elections it did not operate efficiently or transparently. Any future proposals must place the needs of the voter and the interests of transparency far above the limitations of any given technology.

The report welcomes assurances that Scotland would not be made exempt from the universal service obligation. Further clarification is needed on Ofcom's power to designate more than one universal service provider. Ofcom should be required to consult with consumers, small businesses and vulnerable users in remote, rural and island communities in Scotland before it recommends any changes to the existing USO. There are considerable advantages to a long, stable and robust relationship between Royal Mail Group and Post Office Ltd and the Committee recommends that a ten year Inter Business Agreement should be reached prior to any sale of Royal Mail. On the Post Office network, the Bill makes no provision for the number of Post Offices and does not set out criteria for access to the network, a matter of concern because the current criteria could be met by 7,500 branches rather than the existing 11,500 branches. This could lead to many closures in Scotland. The Committee recommends that the Government gives assurances to preserving the existing network of branches. Elements of Outreach Post Offices, which replaced 102 Post Office branches in rural and remote parts of Scotland, are not sufficiently robust or reliable to provide an adequate service, according to the Committee, and it fears the new Post Office Local risks downgrading the service further. Improvements should be delivered as a matter of urgency.
