Available in PDF, EPUB and Kindle. Book excerpt: In the last decade the study of multiculturalism has become an established field in political and social theory. This in-depth and engaging volume focuses on public policy and the dilemmas faced by the governments of increasingly diverse societies. Offering a theoretically and empirically rich collection of essays from some of the leading specialists in the field, it fills the gap between the social and political theory of multiculturalism and institutionally based national case studies. The book is distinctive in combining a robust theoretical introduction to recent developments in multiculturalism with a critical evaluation of contemporary public policy in a variety of countries in Europe, South Asia, Southeast Asia, the Far East and South Africa. It incorporates a strong comparative dimension both within and across the case studies, with a regional focus enabling comparisons of regional, national and international experience.

Book excerpt: "[A]n important contribution to scholarship.... rigorous and intelligible." -- Patrick James, University of Missouri International Change and the Stability of Multiethnic States contributes to the debate over ethnic conflict and cooperation in multiethnic states destabilized by the changing environment of the post--Cold War era, proposing a new way of viewing and dealing with these problems. Through an analysis of important moments in the history of two prominent multiethnic societies -- the former Yugoslavia and Lebanon -- in which nonstate actors such as communal groups played important roles in events that determined the fates of both states, Badredine Arfi builds a general theory of how the governance of multiethnic societies is transformed under changing international conditions. His work provides new insights on how policymaking can be improved to respond to the challenges posed by the creation, maintenance, transformation, and, when it occurs, collapse of state governance in multiethnic societies. This timely work will interest scholars of international relations and comparative politics, regional specialists, policymakers, and activists.

Book excerpt: The controversial work of Amy Chua argues that, as rapid modernization, industrialization, technological change and globalization bring about fundamental changes in national, ethnic and class identities, especially in developing countries, there is a danger that the laissez-faire capitalist system will cause serious racial conflagration, especially in societies where there is ethnic minority market dominance, combined with ethno-nationalist-type politicians who mobilize support from ethnic majority communities by drawing attention to inequalities in wealth distribution. This controversial work goes on to argue for an authoritarian political system, with curbs against the corporate expansion of enterprises owned by ethnic minorities, until parity in equity ownership among all communities is achieved. This book tests the assumptions behind these arguments, discussing ethnic communities, identity, economy, society and state, and the links between them, in a range of countries in East Asia, Southeast Asia, and the Pacific, and diaspora communities of Asian peoples in the West. It demonstrates that identity transformation occurs as generations of minority communities succeed each other, that old discourses of fixed origins which are assumed to bind ethnic communities into cohesive wholes do not apply, that there are very extensive inter-linkages in the daily activities of people of different ethnic and religious backgrounds, that affirmative action-type policies along racial lines can undermine overall societal cohesion, and that there is no case for limiting democracy until economic equity is achieved. This is a rich, important book, with huge implications for economic development and for states throughout the world as multi-ethnic societies world-wide become more extensive and more complicated.

Book excerpt: States that global society is moving toward recognition of a multicultural, multi-ethnic, pluralistic global system, and that the end of the Cold War has brought new issues to the fore, e.g. self-determination. Moves from four basic approaches : ethnicity is dynamic and can lead to democratisation; nation-building needs policies which recognise a multi-ethnic plurality; the right to self-determination after decolonisation is still unresolved; the notion of governance requires a more expanded notion of.

Book excerpt: The study came as a response to the underdevelopment challenges experienced by indigenes and non-indigenes of Rivers State. The study revealed that as a state, Rivers State has failed to properly manage her political relations in a manner that is characteristic of the civilized societies of the world. As such, the thesis being posited therefore, is that there is need for those who hold state offices to take drastic measures geared towards putting an end to ethnic chauvinism in the governance structure of Rivers State. This is necessarily fundamental in placing Rivers State among the category Kings in the comity of states and also reducing the incidence of ethnicity in the state's body polity.

In line with previous work which has explored the determinants of good institutions, this paper examines the impact of economic and social inequalities between ethnic groups on government quality. I hypothesize that greater inequalities between groups will tend to undermine institutions both because they tend to legitimize corruption in the eyes of disadvantaged groups and because of the efforts of better-off groups to maintain their privileges. Based on a panel of 29 developing countries, I find that socio-economic ethnic group inequalities reduce government quality, something which suggests the convenience of policies that can level the playing field in ethnically heterogeneous societies.

Book excerpt: The dust has yet to settle in the former Yugoslavia, the receipts have not yet been counted and the total is far from being determined in the Balkans. The authors argue for a breath before anyone might conclude that the barriers have stopped accumulating in the aftermath of the Balkan wars of the 1990s. This volume includes many cases of multiethnic management on the local level and presents both top-down and bottom-up approaches to multiethnic community management that have emerged in the last five years. Stabilization of coexistence has improved government and facilitated return in Bosnia. Reconciliation is happening on the ground in Croatia. Kosovo is battling with an imposed coexistence. Macedonia struggles to recognize ethnic diversity. Serbia is just now assuming responsibility for local initiatives that accommodate diversity in Serbia. There is also a short portrait on provisional state support for minority initiatives in Slovenia.
